Biography [swe]

Evert Vedung är professor emeritus i statskunskap vid Uppsala universitet. Ett huvudintresse är utvärderingens metoder, modeller, användning och historia, former av implementering, politik för stadsförnyelse och innovation, markpolitik, miljöpolitik (ozonskiktet, älvskydd), energipolitik (kärnkraft, kärnavfall, energisparande), styrmedel, statsupplösningar och secessioner. Till hans insatser hör grundboken ”Utvärdering i politik och förvaltning” som översatts till engelska, spanska, tyska, ukrainska, koreanska och portugisiska. Ett annat fält är styrmedel (käppar, morötter, predikningar). Ett tredje är utvärderandets historia (Four waves of evaluation diffusion). Han har skrivit om och i sina verk tillämpat idéanalys, argumentationsanalys och textanalys. Han har digitaliserat historiska dokument om unionsupplösningen 1905.

Vedung är hedersdoktor vid Linnéuniversitet och universiteten i Helsingfors och Aalborg samt hedersmedlem av utvärderingsföreningarna i Finland, Danmark och Sverige. Han har vistats vid universitet i USA (Harvard, U Texas-Austin;  Korea (Kyung Hee U), Österrike (Vienna U), Kina (Chengdu) och senast i Brasilien (UnB, ENAP, UFF Rio).

Abstract [es]

Utilizar los conocimientos de las evaluaciones es un mantra para los evaluadores. La solución habitualconsiste en discernir los usos instrumental, conceptual y legitimador como usos de los productos deevaluación y considerar el uso de los procesos de evaluación como un cuarto tipo esencialmentedistinto de los tres anteriores. Este artículo rompe con esta tipología de uso de 3+1 de dos manerasfundamentales. Una divergencia consiste en añadir los usos táctico, ritual y constitutivo de losproductos a la tríada predominante de usos instrumental, conceptual y legitimador. Aún másfundamental es la segunda divergencia, en la que los seis usos se asocian no sólo al uso del producto,sino también al uso del proceso. Esto significa que los seis tipos de uso se presentan tanto como usosdel producto como usos del proceso, lo que da lugar a un patrón de 6x2 en lugar del 3+1 de la tipologíade usos de la evaluación. El resultado es unatipología de los usos de la evaluación en doce partes. Trasexplicar la distinción sobre el uso del producto/uso del proceso de la evaluación, estepaperanaliza endetalle la tipología de usos de la evaluación en doce partes y brinda ejemplos prácticos de todos ellospara clarificar la cuestión.

Abstract [en]

Bringing evaluation insights to use is a mantra among evaluators. Their standard solution is to discern instrumental, conceptual, and legitimizing uses as utilizations of evaluation products and to regard use of evaluation processes as a fourth type essentially different from the previous three. In two fundamental ways, this article is breaking loose from this three-times-one typology of use. One deviation is adding tactical, ritual, and constitutive product uses to the prevailing triad of instrumental, conceptual, and legitimizing uses. Even more fundamental is the second divergence, where all six uses are joined not only to product use but to process use as well. This means that all six types of use will turn up in the form of both product use and process use, leading to a six-times-two pattern instead of the three-times-one-uses-of-evaluation typology. The result is the Twelve-part typology of evaluation uses. After elaborating on the evaluation product-use/evaluation process-use distinction, the paper deliberates on the twelve-part evaluation uses typology in detail and provides practical examples of them all for illumination.

Abstract [es]

Este artículoanaliza el desarrollo histórico de la evaluación del mundo atlánticou occidental 1960-2022.Las cinco oleadas han dejado sus sedimentos, pero cada nueva ola no implica la desaparicióncompleta de su predecesora.Se identifican cinco oleadas, a saber, a) orientada por la científica, b) orien-tada hacia el diálogo, c) inspirada en la Nueva Gerencia o Management Público, d) basada en la evi-dencia, e) inspirada en el modelo de la Nueva Gobernanza Pública. El desafío que tienen por delantelos expertos en evaluación es buscar la integraciónteórica y operativa de las cinco oleadas menciona-das, pero debemos reconocer, que es una tarea sumamente compleja.

Abstract [en]

This article analyzes the historical development of policy (intervention) evaluation in the Atlantic or Western world in 1960-2022. The five waves have left their sediments in the pertinent public or non-public sectors , i.e., each new wave does not completely eradicate its predecessor. Five difference waves are identified, namely, 1) scientific wave, b) dialogue-oriented wave;  3) neo-liberal wave (New-Public-Management wave): 4) evidence-based wave; and, 5) Gollaborative-governance wave (New-Public-Governance wave). Over tine, it seems that evaluation oscillates between strict scientification (w 1 and 4) and strict democratization (w 2 and 5). Second,  m The challenge that evaluation experts have ahead is to seek the theoreticaland operational integration of the five waves mentioned, but we must recognize that it isan extremelycomplex task.

La política pública y la evaluación de programas es una incorporación reciente a una cadena de inten-tos por parte de los gobernantes de utilizar el poder mental de académicos y científicos para promoverlos intereses del Estado. A los especialistas en temas de evaluación se les pide que proporcionen valo-raciones retrospectivas acerca de la aplicación, rentabilidad y resultados de medidas gubernamentales con el fin de llevar a cabo una autorreflexión, lograr una comprensión más profunday adoptar decisiones sólidamente fundamentadas por parte de los responsables del gobierno. No bastan las buenas intenciones. En la evaluación importan las buenas prácticas y sólidos resultados. La evaluación implica mirar hacia atrás con el fin de poder mirar mejor hacia delante. Es un mecanismo para controlar, sistematizar y graduar las actividades gubernamentales y sus resultados para orientarlasal futuro, ypermitir quelos funcionarios sean capaces de actuar de la forma más responsable, creativa y eficiente posible. Las intervenciones del Estado moderno soncomplejasy sus consecuencias de largo alcance, por ello, hace falta quela ciencia y la investigación socialorientenlas operaciones y fijenlos impactos.

Public policy and program evaluation isa recent addition to a chain of attempts by governments to use the brain power of academics and scientists to further the interests of the state. Evaluation specialists are asked to provide retrospective assessments of the implementation, cost-effectiveness, and results of government measures in order to engage in self-reflection, deeper understanding, and soundly in-formed decisions by stakeholders. those responsible for the government. Good intentions are notenough. Good practices and solid results matter in evaluation. Evaluation involves looking back inorder to better look forward. It is a mechanism to control, systematize and graduate government ac-tivities and their results to guide them to the future, and allow officials to be able to act in the mostresponsible, creative and efficient way possible. The interventions of the modern State are complex and their consequences are far-reaching, therefore, it is necessary for science and social research to guide the operations and determine the impacts

En políticas públicas existen diversos modelos científicos que establecen la forma en que se debe rea-lizarla evaluación de programas.Cada modelo, tiene distintos principios organizadores y por lo tantotienen característicasparticulares, pero el fenómeno de la evaluación, nos permite explicarlos a travésde una taxonomía.Se parte de la idea de evaluación y su relación con la racionalidad y las teorías dela gestión públicapara luego concluir con los distintos modelos de evaluación.Las conclusiones deeste artículodemuestranque no hayunúnico modelo de evaluación yque,por lo tanto, existe unapluralidaddeenfoquesque individualmenteofrecen enfoques y respuestas parciales, por ello, debemosconocer la totalidad.

Abstract [en]

In public policies there are various scientific models that establish the way in which the evaluation ofprograms should be carried out. Each model has different organizing principles and therefore haveparticular characteristics, but the phenomenon of evaluation allows us to explain them through a tax-onomy. It starts from the idea ofevaluation and its relationship withrationality and theories of publicmanagement and then concludes with the different models of evaluation. The conclusions of this arti-cle show that there is not a single evaluation model and that, therefore, there is a plurality of approachesthat individually offer partialanswers;therefore, we must know the totality.

Abstract [en]

Social distancing measures have been a key component in government strategies to mitigate COVID-19 globally. Based on official documents, this study aimed to identify, compare and analyse public social distancing policy measures adopted in Denmark and Sweden regarding the coronavirus from 1 March 2020 until 1 October 2020. A key difference was the greater emphasis on laws and executive orders (sticks) in Denmark, which allowed the country to adopt many stricter policy measures than Sweden, which relied mostly on general guidelines and recommendations (sermons). The main policy adopters in Denmark were the government and the Danish Parliament, whereas the Public Health Agency issued most policies in Sweden, reflecting a difference in political governance and administrative structure in the two countries. During the study period, Sweden had noticeably higher rates of COVID-19 deaths and hospitalizations per 100,000 population than Denmark, yet it is difficult to determine the impact or relative effectiveness of sermons and sticks, particularly with regard to broader and longer-term health, economic and societal effects.
