Abstract [en]

Corporatism is being reinvented in current theories about global democracy. As I see it, corporatism can be regarded as a practical way out of democracy’s intensity problem: whether those more involved in an issue should have greater say. By the same token, corporatism can be perceived as a response to the all-affected principle: whether those especially affected by a decision should have more influence. In nation-states, corporatism was to a large extent dismantled during the 1980s. In world politics, by contrast, NGOs are now called upon to play an important role in not only articulating intense and affected interests but also, in so doing, realizing a global democracy. The weakness of this argument is that today’s NGOs do not reflect the will of most people—as national organizations once managed to do—and, consequently, cannot fulfill the integrative and representative function associated with this form of interest politics.

Hur vi på hundra år kommit halvvägs till en demokratisk världsordning

Världen globaliseras. Länder blir mer och mer beroende av varandra genom handel, transporter, miljö, migration och finansiella transaktioner. Men går utvecklingen mot en demokratisk världsordning? Det tog två hundra år för demokratin att utvecklas inom nationalstaten, från upplysningstidens idéer till införandet av allmän och lika rösträtt vid första världskrigets slut. Med samma tidsperspektiv på internationell nivå och med Versaillesfreden som utgångspunkt skulle vi följaktligen ha kommit halvvägs till en demokratisk världsordning.

Vi kan inte vara säkra på att en överstatlig världsordning någonsin kommer att uppnås. Det finns emellertid tillräckligt många tecken på en sådan förskjutning för att idén ska väcka statsvetenskapligt intresse. I den här boken skisseras utvecklingen i tre steg: upprättandet av Internationella brottmålsdomstolen, överföringen av makt från nationalstaterna till federalistiska organ som Europeiska unionen samt Förenta nationernas ökade användning av resolutioner som är bindande för medlemmarna och fattade med majoritetsbeslut.

Abstract [en]

The "symmetry assumption" in public-choice theory-the idea that people act just as selfishly in the political sphere as they do in the economic sphere-is a good theory that runs afoul of much of the evidence. The public-choice theorists in this symposium, Munger and Mueller, have thus retreated from claiming that public choice explains most political behavior, with Munger positing it as an ideal type that, in principle, might explain no behavior at all. For example, Berman suggests that even politicians who say and do "anything" to be elected or re-elected may well do so in order to acquire the power they think they need if they are to enact policies that will serve the public good. The normative project of "constitutional political economy" into which the original, empirical version of public choice seems to have evolved may or may not tell us how to structure institutions to prevent greedy actors from using politics as a means to their personal aggrandizement. But that project cannot, even hypothetically, produce the public-choice "findings" of widespread self-interestedness in politics that my book found were nonexistent.
