Ethnocentrism in the Cultural Heritage Discourse : A Study of National and Local Politics (English)
Abstract [en]

As the populist radical right movement grows in western Europe, the Sweden Democrats have taken place in the Swedish Parliament and in municipal councils around the country. The main purposes of this study were to develop an understanding of how the term “cultural heritage” is being used in policy documents and to see how ethnocentrism manifests itself throughout the texts written by the Sweden Democrats. Lastly, a part of the study was done to get a sense of whether or not the national cultural heritage laws and regulations can and will get implemented in local politics. Two different discourse analysis frameworks were used, one for analyzing the usage of the term cultural heritage and the problems behind the policy, and one for analyzing nationalism and ethnocentrism. The discourse analysis assumes a connection between the discourse presented in policy documents and the people. To complete the discourse analysis, a quantitative word count presented in charts were made, to support the interpretation of the discourses. To examine the implementation of cultural heritage regulations, four interviews took place, go get a look into the actual operation of the municipalities. These were analyzed with the help of an implementation framework consisting of three themes. The result of the analysis of the policy documents showed a few patterns, mainly that the policy makers throughout the study seem to emphasize the need to include all groups of people in society in the cultural heritage. This is phrased increasingly vivid as time goes by. Another pattern found in how the national cultural heritage is described was as isolated from the cultural heritage of minority groups, something that wears away over time to create a wider and more inclusive understanding of the term cultural heritage. The Sweden Democrats uses the term cultural heritage in a noteworthy fashion that differs greatly from the other policy makers used in the study.
