Legalizing abortion in Uruguay and its impact on birth rates, birth outcomes and the composition of mothers

Abstract [en]

This paper uses the liberalization of abortion in Uruguay in 2012 and the conscientious objection of all gynecologists in the department of Salto as a natural experiment to investigate the impact of legalizing abortion on birth rates, birth outcomes and the composition of mothers. Vital statistics on all births in Uruguay between january 2011 and may 2014 are used in differences-in-differences estimations with fixed effects. The results suggest that the mean birth rate decreased with approximately 6% in the departments where the Voluntary Termination of Pregnancy law was in effect. Further, the results suggest that the mean share of newborns with a lower apgar score than 7 increased by 1.23 percentage points in Paysandú and Tacuarembó after the law was in effect. These results are statistically significant at the 10% level.
