Abstract [en]

The chapter begins with an overview of some of the key security threats the EU is currently facing. Following this is a presentation of the EU’s crisis management capacities and the new institutional framework that has emerged for crisis management since the Treaty of Lisbon. The third section discusses the expectations of the citizens of EU Member States of the EU’s crisis management capacity based on data from the Eurobarometer. Next, utilizing our interview material, we outline the challenges facing Europe’s crisis management capacity stemming from differences in social capital and administrative cultures in the EU Member States. The chapter concludes with general observations and reflections on policy that should be taken into consideration in the development of Europe’s crisis management capacity.
