Abstract [en]

This thesis is a study of employees experiences of competence development in a given department within a public organization. To answer the purpose with this study the employees’ perceived opportunities for competence development and how they feel they develop their competence best are examined. The study was done using a qualitative interview method and a total of 10 employees and their nearest head of the department participated. The interviews took place in a conference room at the given department and each interview took around 20-25 minutes. In order to investigate how employees perceived competence development, five areas were researched; the individual's desire and commitment to learning, educational opportunities, interaction space, space for action and organizational culture. The interview questions were designed and based on these areas. Previous research taken into consideration are "reproductive learning" and "developmental learning", as well as "learning environments" and "collective learning". The study was based on Ellström and Kock's theoretical perspective on learning, but also on Jonsson's concept of knowledge transfer and sharing. The result of the study shows that there is a desire and committment to learning. The organization was a permissive environment for competence development and learning opportunities existed. But the competence development laid in the hands of the employees and they had to take own initiatives to seek the programs and learning opportunities that they considered to be relevant to fill their gap of knowledge. The interaction space was considered great as the employees experienced that they learnt the best by asking colleagues. Informal learning was experienced as the most competence developing way of learning. The scope for action was found to be limited. The public organization has a strict framework, but despite this, all employees stated that they had the power to make decisions in their work. The organizational culture allowed a good working climate with an open communication where they felt that there were good social relationships. Obstacles that were found to inhibit the competence development within the department were lack of time and a strict budget.
