Abstract [en]

This research suggests that the EU´s soft power could result partly from the success of opening its higher education to international students through the Erasmus Mundus Joint Master Degree (EMJMD) programme and the use of scholarships for non-European students. To assess this hypothesis, this research will look at the capacity of the programme to create “mutual understanding” which is a key element of soft power based on the individual's perception. Firstly, this research analyses the potential that the EMJMD programme and its compulsory mobility path have to influence its graduates´ values and attitudes towards the EU. Then, the results of a survey, targeting non-European students prior to their stay in Europe, will illustrate their perception of the EU. This work intends on showing the outcomes of the EMJMD in building soft power through the education of foreign elites, which in turn might be more inclined to the European model. The identification of predisposition elements in the profile of non-European scholarships holders to become “ambassadors” of the EU after graduating shows that the external dimension of these joint-master programmes participates in the enhancement of the EU’s image outside Europe.
