Abstract [en]

The purpose of this study is to provide a deeper understanding of how PFES affects local farmers involved in the projects in Vietnam, and explore the preconditions for local participation. By using the theoretical concepts of environmental rule and governmentality, as well as the perspective of political ecology this study illuminates how power comes into place between the actors involved. My analysis shows that the preconditions for local participation are limited due to difficult policy language, indirect information and problematic language barriers. Information about rights and responsibilities in the PFES projects are not clear amongst local people, resulting in the question of consent not arising and passive participation. The conclusion of my fieldwork is that the situation is complex in terms of information and communication flows, as well as local participation.
