Youth participation in political parties: Young party members’ participation in policy development through youth wings in Timor-Lest

Abstract [en]

Previous research suggests that Timorese youth show relatively low levels of political participation, despite high political awareness and interest. This study compares youth participation in policy development of political parties in Timor-Leste, taking the perspective of youth wings as platforms that facilitate participation between young party members and the main party. A framework is employed that is based on the idea of participation as redistribution of power and uses Sherry Arnstein’s ladder of participation on three avenues to discern the forms of participation. The study finds that youth participation on policy development in Timor-Leste through youth wings is conditioned. Young party members’ avenues through youth wings are limited to modes of participation that are largely tokenistic (as per Arnstein’s definition) and thus at the behest of the powerholders, both within the youth wings and in the relationship between the youth wing and the main party. The study also finds that the modes of participation among youth wing members to appoint their own representatives to carry the voice of the youth wing to the main party differs widely.
