Abstract [en]

This chapter discusses “value-based evaluation” for transformative

change. It emphasises key issues related to conflict, including inherent,

heritage driven values which could be used when conducting conflict sensitive

evaluations as well as for conflict transformation. This chapter argues

that in a fragile and conflict affected context, where (heritage driven) values

are often targeted and destroyed, values can play a big role as building connections

with stakeholders and may also be used as connectors. The authors

acknowledge and understand that it is a highly delicate task for an evaluator

to bring out local, institutional and national values for sustainable change and

propose suggestions from their experience working in some of the worst conflict

affected countries in the world.
