Abstract [en]

The purpose of this study is to consider how Swedish governmental foreign aid policy could bedirected with the help of an ethical basis for judgement that is constructed here, and that answersthe question of what global moral obligations human beings have to assist one other. Theconstruction of the basis for judgement takes its starting point in two empirical questions: first,what are the main characteristics of Swedish governmental aid policy, and secondly, what opinions are expressed in the public debate about the direction of this policy.

The basis for judgement rests on two components: Values and convictions about relevant facts.With the help of development theories a conviction about facts is formulated that the distributionof political power to the poor and powerless is the only secure way of decreasing poverty andfamines. With the help of political philosophical and Christian social ethical theories the valuecomponent is constructed. The power of insight is made a precondition for acquiring a reasonablevalue standpoint regarding moral obligations to others. The value conclusion drawn is that allhumans have the right to be respected members of a community, and that all humans have a moralobligation to assist all others to whom this right is lacking.

The basis for judgement that follows from these considerations is that aid must be directed tosupport groups who have very little or no political power and who have ambitions to distribute thatpower. The emphasis in the existing direction of Swedish governmental foreign aid policy towardseconomic development, and support to governments that lack a broad political basis is thereforequestioned.
