Abstract [en]
The thesis analyzes why UNs Zero-Tolerance Policy has failed to reach its objective in preventing Sexual exploitation and abuse (SEA), in the case of MONUC and MINUSTAH. Through a structured, focused comparison, and a policy implementation theory, it suggests that lack of coherence, stability, peer support, training and engagement are variables to the UNs unsuccess in reaching its objectives of Zero-Tolerance. Furthermore, implications are made that a “boys will be boys” attitude and silent culture are contributing factors to preventing SEA.
