Cold war - friendly rhetoric?

In October 1961 Finland received a diplomatic note from the Soviet government that called for military consultations according to the FCMA-treaty[1]. This note added to the tense relationship between the Great Powers and gave rise to questions about Finland’s position and neutrality-policy. Finnish president Urho Kekkonen gave several speeches during the Note Crisis. In this article four of them are analysed with a focus on how he, by concentrating on virtues like friendship, trust and neutrality, managed to re-achieve Finland’s trustworthiness.

En diplomatisk note, hvor sovjetledelsen foreslo militære konsultasjoner med Finland, resulterte høsten 1961 i en internasjonal krisesituasjon - den såkalte notekrisen. I Bitzersk mening er situasjonen retorisk og artikkelen dreier seg om hvordan Finlands daværende president, Urho Kekkonen, håndterte situasjonen via sine retoriske handlinger i en krisetid hvor hensynet til begge stormaktene inngår i de retoriske vilkårene.
