Abstract [en]

What meaning is attached to the historic elections of 2005 among ex-combatants in Liberia? These elections were generally considered successful, and should therefore be instrumental in the consolidation of democracy. In addition, studies of democratization tend to overlook the importance of the attitudes among the general populace in such processes. In order to rectify this, the meaning attached to elections are described in terms of voting behavior and motivation, as well as the extent of application of the equality principle, and finally in relation to the perceived legitimacy of the elections. The study is based on focus group discussions carried out in the spring of 2008 in Liberia. The conclusions point to problems vis-à-vis the legitimacy of the elections which may have long term implications for the consolidation of democracy in Liberia. However, other areas, in particular attitudes towards vote buying, show a more positive trend.

Hvordan ser de tidligere kombattanter i Liberia på de historiske valg, der foregik i 2005? Disse valg blev i det store og hele set som en succes, og de skulle derfor kunne bidrage til den demokratiske konsolidering i det krigsplagede land. Mange undersøgelser har imidlertid en tilbøjelighed til at undervurdere betydningen af almindelige menneskers holdninger til disse processer, og derfor ses der her på kombattanternes opfattelse af valgene, således som den giver sig udtryk i vælgeradfærd og -motiver, i lighedsprincippet og i den legitimitet, som valgene forbindes med. Undersøegelsen bygger på fokusgruppediskussioner gennemført i Liberia i foråret 2008. Konklusionerne peger på problemer med valgenes legitimitet, som ville kunne få langtidseffekter på den demokratiske konsolidering i Liberia, mens der på andre områder – ikke mindst med hensyn til stemmekøb – ses en mere positiv udvikling.
