Behind the Scenes: Urban Planning and Resettlement of Displaced People Following the Flooding of the 1st September 2009 in Burkina Faso

This thesis is about displacement and resettlement of people following the 1stSeptember 2009 flooding in Ouagadougou, Burkina Faso. It revolves aroundurban planning and how people cope with settlement and housing in a context ofdisaster. The case-study looks behind the scenes of formal urban planning andexplores how the flooding revealed fundamental issues of urbanity andurbanization. Population displacements across the world share some commonfeatures, including people’s unpreparedness and the operations being underfinanced.Generally speaking, the livelihoods of both the host population - thatis, those already living in the area where people will be resettled - and ofdisplaced people are likely to get impoverished. The resettlement of floodingaffected populations in Ouagadougou, Burkina Faso, is no exception to the rule.Three years after being resettled in a “nonflood” zone at the outskirts ofOuagadougou, displaced people struggle to make a decent living in the new site.Many - allegedly some 50% of them - went back to their former informalsettlements in flood risky zones in Ouagadougou, in spite of State’s formalrecommendation not to do so. In this thesis, I analyse the different argumentsused by various actors involved in the resettlement process that followed theflooding in Ouagadougou the 1st September 2009. The thesis is based on a twomonth anthropological fieldwork carried out in Ouagadougou and Yagma fromApril to June 2012. Through discourse analysis and life stories, the study showshow the resettlement process has been used as an attempt to solve the thornyissue of urban planning in a context of expanding informal settlements thatOuagadougou has been facing for a couple of decades now.
