Pastoralism under pressure: an analysis of the livelihoods ofthe pastoralists in Borana, Ethiopia

Ethiopia is a country whose economy is largely dependent on agriculture situated in a region ofAfrica that is frequented by droughts. As such, a large portion of its population, of about 85%,whose livelihoods are dependent on this sector, often experience stresses in times of failed ordelayed rains. The pastoralists of the Borana region, in the south of Ethiopia, today areexperiencing extraordinary hardships that are becoming increasingly vulnerable to repeateddroughts. This paper assesses the sustainability of the livelihoods of these pastoralists through ananalysis of their assets and institutional processes and policies that are in place with reference tothe Sustainable Livelihoods Framework. Information for this analysis supported through datafrom a literature review that include academic studies and reports compiled by variousorganizations.The paper exposes the extreme fragility of the livelihoods of Borana pastoralists in the face ofincreasing variance in climate and the higher frequency of droughts. The assets or ‘capitals’ thatthey rely on have progressively been eroded over the last few decades and the policies that havebeen put in place since then have reduced their ability to exploit the rangeland. The pastoralistscurrently are experiencing high levels of poverty due to these conditions, and are extremelyvulnerable. With increased frequency of droughts and higher variance in climate patterns, thelivelihoods of Borana pastoralists are threatened.
