State Structure and Environmental Policy-Making: Comparative Evidence from Three South American Countries

Abstract [en]

In spite of the increasing internationalization of environmental protection, national states remain the primary arena for natural resource management. States are, greater than ever, taking responsibilities for addressing environmental problems. Yet, we still know little about the conditions shaping state environmental action, particularly in developing countries. This paper seeks to contribute to the field by examining how variations in the structure of the state affect the design and implementation of environmental policy in developing settings. Empirically, the paper focuses on policymaking aimed at controlling deforestation in the Gran Chaco Americano, the second biggest ecosystem of South America. The countries under study, Argentina, Paraguay and Bolivia, differ in terms of their political structure, with political systems that can be categorized as federal, unitary and unitary-decentralized respectively. The empirical analysis reports evidence on the institutions and power constellations influencing environmental policy at different levels of organization. The paper provides valuable insights on the potential and limitation of environmental state protection in systems with different vertical power-sharing arrangements.
