Abstract [en]

The paper aim to examine how Swedish municipalities help and support unaccompanied youths who are over eighteen years old and meant to become independent. The paper aim to compare the activities and projects of Swedish municipalities with the Universal Declaration of Human Rights articles 2, 7, 22 and 25. The grounds of comparison are safety, health and welfare, equality and non-discrimination. In order to determine how well the activities and project are living up to the requirements of articles, the theoretical framework is meant to help the understanding of legal texts and articles preparatory works. The empirical material is primarily based on a qualitative content analysis of the material of municipalities activities and projects and the articles legal text and preparatory works. It was found that the activities and projects of Swedish municipalities took steps towards fulfillment of the articals but the eassy question wheather the steps are sufficient for the fulfillment of the complete articles.
