The legitimacy of universities follows from how well they serve societal interest and fulfill societal expectations. Performing well contributes to legitimacy. It has many aspects, including academic, managerial, and financial/operating performance. Based on the idea that public universities in the same country face a comparable environment, performance is all about strategic direction and how resources are employed for achieving strategic aims. The ability of universities to do so depends on their autonomy. This thesis examines the financial performance of five universities in Sweden and The Netherlands over the past five years and makes a comparison between the two countries.
