E-government and Digital Archives : An Archival View on the Development of Electronic Government and the Implementation of Digital Archives (English)
This study aims to examine the importance of digital archives in the Swedish development of e-Government and proactivity within information management. The study focuses on six governmental organizations. Previous research show that a proactive approach and a holistic view is necessary when it comes to e-Government and preservation of digital information.
The governmental organizations that have been examined in this study are Västerås municipality, Jönköping County, Uppsala municipality, The Swedish Transport Agency, The Swedish Pensions Agency and The Swedish Agency for Economic and Regional Growth. Three municipalities and three public authorities. Also a number of management development initiatives have been a part of this study. The theoretical framework that is applied to analyze the organizations is the Records Continuum Model and its’ four dimensions: Create, Capture, Organize and Pluralize.
The method used in this study to understand how proactively the governmental organizations have worked to develop their information management, is a qualitative document analysis. The empirical data consist of preliminary studies, final reports, strategies, policies, guidelines and action plans. Important documents produced by the management development initiatives have also been analysed.
The governmental organizations focus mostly on digital archiving and the requirements that must be met in order to make their information accessible to others. Actions within information management that should be carried out before moving the digital documents to digital archives is not given as much attention. It is important to ensure all processes that occur from the document’s creation until it is made available to society. The reasons for the development of e-government and implementation of digital archives consist of an ambition to meet the legal requirements of openness and efficiency. Digital archives are seen as a possible tool to accomplish this.
