    Abstract [en]

    Political crises, terrorism, porous international boundaries, coups d’état, and socio-political upheavals all underline the need to rethink what security means in the Sahel region. While international and regional approaches to security still take predominantly military and macro-political perspectives, there is a need to ethnographically describe and analyse security from below. To this end, citizens’ own initiatives should be central to contemporary analyses of African peacemaking interventions. This article takes the growing and diverse movements of self-defence groups in Burkina Faso and Mali as a starting point for analysing how security can be ‘seen from below’, often in interaction with and sometimes even in outright contradiction with the rule of law. While local self-defence groups constitute a challenge to the rule of law, ethnographic fieldwork in Mali and Burkina Faso reveals a high degree of adaptability and flexibility of these movements. This article furthermore discusses methodological challenges when doing ethnographic research in dangerous terrains, drawing on fieldwork in the Sahel, and considers implications of the study of ‘security from below’ for the wider study of international affairs.

    Abstract [en]

    This article explores the making of public authority through the analysis of one specific master-hunter in Western Burkina Faso and of the cultural and political contexts in which he has emerged as a political actor. Instead of looking at institutions and socio-political structures per se, the article focuses on a powerful but controversial political actor, in order to unpick the intricate networks that he has creatively appropriated in the making of public authority. The master-hunter, whom we will call Kakre, has been breaking state law in order to assert his own authority, but he has also drawn upon state institutions to be recognized as a legitimate political actor. External actors, such as civil servants, politicians and private business entrepreneurs, have consulted him and asserted his public authority. As a political actor Kakre is generally held to be unpredictable, which is one of the reasons for the importance of scrutinizing his public authority. It could even be argued that 'unpredictability' is one of the characteristics that make authority and power compelling. In conclusion, it is suggested that public authority is derived from a combination of different sources of legitimacy and that, therefore, public authority is shaped by the very 'unpredictability' of specific political actors.

    The paper deals with traditional joking relationships and how these are expressed socio-politically in different contexts in present-day Burkina Faso. Yet while classical anthropological writings on joking relationships provided more or less functionalist explanatory models, such a functionalist bias is alive and well in academic and popular writings, as well as in the discourse of intellectuals in Burkina. I examine two different contexts of joking relationships between different ethnic groups, especially in the context of political violence. The first context is the joking relationship between blacksmiths and Fulbe as articulated in the many outbreaks of violence that have occurred in western parts of the country since the 1980s between Fulbe agro-pastoralists and local groups of farmers. The second context is that of national politics where joking relationships are used in national political discourse. Throughout the paper I will argue that the institution of joking relationship cannot be understood merely as a curious remnant of the past but must be located in present-day national political culture.

    Abstract [en]

    This article analyses recent political developments in Burkina Faso, particularly the failed coup d’état in September 2015. The coup was led by the former president’s security forces (RSP), comprised of 1,300 heavily equipped and well-trained soldiers. The RSP took the president and government hostage and declared the coup d’état. The coup was condemned by most Burkinabe, civil society organisations, trade unions, and political parties, as well as by the international community. Across the country, people mobilised in popular resistance and civil disobedience. RSP soldiers patrolled and shot live rounds into neighbourhoods, while residents built barricades. Resistance mounted in Ouagadougou and elsewhere in the country, and after a few days it became clear that the coup would fail. In this article, I describe the courage and determination of the Burkinabe people in the face of the coupists and thereby show that popular resistance and revolutionary struggle are part and parcel of Burkinabe political culture. In conclusion, I discuss the prospects for a veritable democratic breakthrough in Burkina Faso.
