The impact of housing policies and housing markets on ethnic spatial segregation: Comparing the capital cities of four Nordic welfare states2016In: International journal of housing policy, ISSN 1461-6718, E-ISSN 1473-3269, Vol. 16, no 1, p. 1-30Article in journal (Refereed)
    Abstract [en]

This paper examines how ethnic segregation is connected to an ethnic division of the housing market and a spatial separation of different housing tenures in four Nordic cities. Explanations for the differences across the cities are found by comparing housing markets and housing policies. The housing markets are in all four cities ethnically segmented with high concentrations of immigrants in some forms of tenures (especially social/public housing) and low concentrations in others. We further discuss the reasons for the observed pattern. The paper shows that the spatial distribution of immigrants is strongly connected with the tenure composition of neighbourhoods. Ethnic divisions of housing tenures thus contributes to segregation, but the effect is much dependent on how tenures are distributed spatially. It is shown that ethnic segregation in three of the cities is connected to social housing, while cooperative housing is crucial in the fourth. It is also shown that a policy of neighbourhood tenure mix in one of the cities has resulted in a relatively low degree of segregation in spite of high concentrations of immigrants in social/public housing.

    Abstract [en]

This paper deals with the issues of selective migration moves, and the production and reproduction of immigrantdense neighbourhoods in Stockholm, Sweden. It has been shown earlier that selective migration, that is, socioeconomic and ethnic differences between those leaving, entering and staying in so-called deprived neighbourhoods, reproduces these neighbourhoods' characteristics of being poor and immigrant dense. Key concepts launched to inform such studies and derived from the US segregation discourse are “white fight” and “white avoidance”, meaning that native people (or white people in the US case) tend to leave neighbourhoods experiencing growing numbers of immigrants (black people) and which they also tend to avoid moving into such neighbourhoods. Using a complete set of geo-coded longitudinal individual data for the 2005–2008 Stockholm County population, this paper contributes to our understanding of ethnic differences in the intra-urban migration system. Three empirical questions are addressed: what individual characteristics distinguish (1) those who move into neighbourhoods experiencing rapidly increasing immigrant densities from those moving elsewhere in the urban region; (2) those who leave neighbourhoods experiencing rapidly increasing immigrant densities from those who stay put; (3) those who move in the direction of higher immigrant densities from those moving into lower densities? Results from multivariate statistical analyses provide support for the avoidance hypothesis but less support for the fight hypothesis. When controlling for a range of individual and neighbourhood attributes there is clear evidence that native-born Swedes are less inclined than most immigrant categories to move into immigrant dense areas while ethnic origin does not seem to matter much when explaining who leaves such areas.

    Abstract [en]

Immigration is a major component of population change for countries across Europe. However, questions remain about where immigrants go after they arrive in a new country. What are the patterns of internal migration of minorities (immigrants and their descendants), and what are the causes and implications of these flows? Migration within a nation state is a powerful force, redistributing the population and altering the demographic, social and economic composition of regions, cities and neighbourhoods. Yet relatively little is known about the significance of ethnicity in migration processes, or how population movement contributes to immigrant and ethnic integration. Minority internal migration is an emerging field of academic interest in many European countries in the context of high levels of immigration and increased political interest in inter-ethnic relations and place-based policies. This book brings together experts in the fields of migration, ethnicity and diversity from across Europe to examine patterns of residential mobility of minorities, and to synthesise key themes, theories and methods. The analyses presented make important contributions to theories of migration and minority integration and may inform policies that aim to respond to local population change and increasing diversity. The conclusions of the book form an agenda for future research on minority and immigrant internal migration in developed societies.
