    Abstract [en]

    How can we understand the processes and outcomes that arise from frictional encounters in peacebuilding? This special issue contributes to ongoing debates on the precariousness of peacebuilding, by introducing the term friction as a way to capture and analyse the conflictual dimensions of global–local encounters. We envisage six responses – compliance, adoption, adaptation, co-option, resistance and rejection – which arise as a result of meetings between actors, ideas and practice in global–local relationships. These responses create new realities as they alter power relations, transform agency and mediate practices related to peacebuilding. Thus, the conceptual framework and insights drawn from the articles in the special issue contribute to a discussion about transforming the boundaries between the international and local, and cast new light on agency in peacebuilding processes while challenging aspects of the hybridisation of peace.

    Since mid-December 2013, thousands of people have been killed in armed conflict in South Sudan. The fighting is entrenched in a power struggle between the main political contenders ahead of elections which were scheduled for 2015. This article examines the violence in South Sudan since the North-South war ended with a focus on the consequences of the introduction of electoral politics. Our research contributes to the literature on state-building and peace-building in war-torn societies, by exploring how the extreme levels of violence are linked to three groups of factors. First, the stakes involved in being part of the government are extremely high, since it is the only way to secure political and economic influence. Second, the actors involved in political life are dominated by individuals who held positions within the rebel groups, which increases the risk of political differences turning violent. Third, the institutions important for a legitimate electoral process, and which work to prevent violence, are weak or non-existent.

    Amid expansive and often informal urban growth, conflict over land has become a severe source of instability in many cities. In slum areas, policies intended to alleviate tensions, including upgrading programmes, the legal regulation of informal tenure arrangements, and the reform of local governance structures, have had the unintended consequence of also spurring violence and conflict. This paper analyses the conflict over a proposed ‘ethnic homeland’ for the Nubian community in the Kibera slum in Nairobi, Kenya, in order to advance knowledge on the strategies communities adopt to promote their interests and how such strategies impact on urban conflict management. Theoretically, we apply the perspective of ‘institutional bricolage’, which captures how actors make use of existing formal and informal structures in pragmatic ways to meet their conflict management needs. While previous research focuses primarily on how bricolage can facilitate cooperation, the case analysis uncovers how, over time, the land issue has become closely intertwined with claims of identity and citizenship and a political discourse drawn along ethnic lines. In turn, such processes may contribute to the intractability of conflict, causing significant challenges for urban planning.

    Political violence remains a pervasive feature of electoral dynamics in many countries in Sub-Saharan Africa, even where multiparty elections have become the dominant mode of regulating access to political power. With cross-national data on electoral violence in Sub-Saharan African elections between 1990 and 2010, this article develops and tests a theory that links the use of violent electoral tactics to the high stakes put in place by majoritarian electoral institutions. It is found that electoral violence is more likely in countries that employ majoritarian voting rules and elect fewer legislators from each district. Majoritarian institutions are, as predicted by theory, particularly likely to provoke violence where large ethno-political groups are excluded from power and significant economic inequalities exist.

    Abstract [en]

    What are the causes of electoral violence? And how does electoral violence influence conflict resolution and democracy? This article argues for a conceptualization of electoral violence as a specific sub-category of political violence, determined mainly by its timing and target. The enabling conditions and triggering factors can be identified in three main areas: 1) the nature of politics in conflict societies, 2) the nature of competitive elections, and 3) the incentives created by the electoral institutions. These clusters of factors are important for understanding electoral violence both between different societies and across elections in a specific country.

    This article addresses the ways in which linking a civilian monitoring mission with a mediator influences the work of that mission. It analyses how the Sri Lanka Monitoring Mission (SLMM) – deployed in order to oversee the results of the 2002 ceasefire agreement (CFA) – was influenced by Norway's dual role as a monitor and mediator. Did the dual role conflict with or strengthen the SLMM's work? This question is explored from the point of view of the monitors who served in the SLMM, based on new and unique empirical material from a survey and in-depth interviews with SLMM personnel. It highlights the confusion of roles between the monitors and the facilitators, which impeded the fulfilment of the monitors' task. The article also suggests avenues for future research relating to the development of third-party media strategies as well as considerations about the organizational arrangements both within and between third parties.
