    Abstract [en]

    The importance of philanthropy for academic exchange cannot be overestimated. Especially in the first half of the twentieth century, scholarships for academic exchange originated from the private sector instead of the state. But what is the relationship between academic exchange and the donations which finance scholarships? How can specific donations and the restrictions placed on them change the flow of exchange? This article investigates donation and scholarship praxis within the American-Scandinavian Foundation (ASF) from 1912–1995, a philanthropic organisation devoted to academic exchange between Scandinavia and the United States. The period, 1912–1944, is characterised by various small donations and few scholarships to mostly American fellows. The second period, 1945–1995, represents an era of economic growth created from a surge in large, restricted donations invested in scholarship funds. This led to an increased number of scholarships to a more geographically diverse population.

    Vilhelm Scharp (1896–1978) var litteraturvetare och historiker, lektor i Berlin 1928–1936 och därefter verksam vid Sveaplans läroverk. Han ingick i gruppen kring tidskriften Spektrum och rörde sig i litterära och intellektuella kretsar i både Sverige och Berlin. Under andra världskriget var Scharp aktiv i de antinazistiska sammanslutningarna Tisdagsklubben och Nordens frihet. Efter kriget arbetade han för demokratiseringen av det besegrade Tyskland och med att sprida kunskap om nazismen i Sverige.

    Den här boken är en utgåva av ett manuskript med samlade minnen och tidningsessäer från Vilhelm Scharps resor i mellankrigstidens Europa och hans tid som lektor i Berlin. Av okänd anledning gavs boken aldrig ut under 1940-talet som planerat. Istället donerades en kopiaav manuskriptet till Kungliga biblioteket 1969. Endast den inledande essän är tidigare utgiven i bokform under namnet Tavernan. Här publiceras Scharps manuskript i sin helhet samt ytterligare två texter ur hans efterlämnade papper.

    Abstract [en]

    This article analyses the teaching of Swedish language lecturers active in Germany during the first half of the twentieth century. It shows the centrality of literature and literary constructions and analyses images of Swedishness and the Swedish nation present in the teaching material of that time in relation to the national image present in Swedish schoolbooks. The importance of language teaching to the transfer of knowledge regarding foreign countries is also discussed, in this case the knowledge and images of Sweden that were transferred to German students via their lecturers.

    In September 1933 the Swedish national socialist Malte Welin was appointed lecturer for Nordic literature at the Friedrich Wilhelms University in Berlin. Plans also existed to make him lecturer for Swedish at the same university and the lecturer Vilhelm Scharp was therefore dismissed. Welin himself lost the lectureship less than three months later without even having been in Berlin. This article describes and analyzes the „case Welin“ as an example for the attempt to adapt Nordic studies in Berlin to National Socialist politics. The appointment led to protests and a strain in Swedish-German relations. This is also analysed in detail.

    Abstract [en]

    During the Weimar Republic a significant number of lectureships for Swedish was established at German universities. This paper attempts to explain this development through an analysis of the political and academic context of these establishments. Focussing on the actors involved the lectureships are linked to the emerging interest of the German state for public diplomacy emerging after World War I and the following reactions of German academia. The paper also treats the importance of the main Swedish actor, namely the association for the preservance of Swedishness abroad for the establishments of the lectureships. At the end the different actors working for Swedish lectureships in Germany are placed in a broader European context and questions concerning the relationship between universities and cultural diplomacy are raised and answered.

    Durante el período de entreguerras se establecieron nueve lectorados para el idioma sueco en varias universidades alemanas. El tema de este artículo som los lectorados como una nueva forma de política del exterior llamado Auswärtige Kulturpolitik o “política cultural dirigido al exterior”, en la cual la cultura y el idioma nacional era de gran importancia. El articulo muestra que el establecimiento de los lectorados tratados era parte de un movimiento internacional de apoyo a la cultura nacional y de enseñanza de idiomas en el exterior. En este caso particular convergían los intereses del estado aléman con los de la Asociación Nacional para la protección de la Cultura Sueca en el Exterior, facilitando el establecimiento de lectorados. El caso de los lectorados suecos en Alemania muestran cómo los cambios politicos afectaron el mundo universitario y a su vez como funcionaron en intercambio entre los campos cientificos y politicos.

    The article investigates the financial basis of state-sponsored international academic exchange through the Swedish Institute (SI). Founded in 1945 the SI is the main institution for Swedish public diplomacy and is as such part of modern foreign policy and Swedish soft power. This article maps the changing sources of funding as well as the sums spent on academic exchange from 1945–2010. It also discusses the various forms of exchange programs and gives an overview of the ideas behind and arguments for such programs. The overall picture is that state-sponsored exchange after 1945 has expanded. Not only has more and more money been spent on exchange, which led to an increase in the number of persons benefitted, but there has also been a diversification in exchange schemes towards parallel programs, each designed to fulfill a certain task. Though they fund different parts of the SI exchange scheme, the main sources of funding, however, have remained the same: the Ministry for Foreign Affairs, various development assistance agencies and programs as well as the Ministry for Education.

    Syftet med denna rapport är att ge en översikt över utbildningens roll inom den utlandsriktade kulturpolitiken under den första halvan av 1900-talet. Detta politikområde etablerades under det sena 1800- och tidiga 1900-talet och kan sammanfattas som statliga försök att väcka sympati för det egna landet inom befolkningen i andra länder via kultur. Undervisning, framför allt språkundervisning, och internationellt utbyte kom att inta en framskjuten plats i olika Europeiska staters internationella kulturpolitiska strävanden. Rapporten tar sitt avstamp de icke-statliga initiativ för att sprida den nationella kulturen i utlandet som etablerades i många Europeiska länder under det sena 1800-talet. Dessa föreningars verksamhet och deras relation till de respektive ländernas statsförvaltning följs sedan fram till det andra världskrigets slut 1945. Vid sidan av dessa föreningar fokuserar rapporten etableringen av speciella enheter för utbildning och kultur i utlandet inom en rad europeiska staters samt USA:s utrikesförvaltning. Därutöver fördjupas förhållandet mellan statlig utlandsriktad kulturpolitik, föreningsverksamhet, internationellt akademiskt utbyte och språkundervisning på de två fallexemplen Tyskland och de Skandinaviska länderna. Rapporten avslutas med en utblick på efterkrigstiden och det kalla kriget. Kartläggningen tydliggör tre tendenser. Den första av dessa är en rörelse från att initiativen på området sker av icke-statliga organisationer till att staten och dess företrädare tar ett mer aktivt ansvar. För det andra noteras en förskjutning från ett bevarande av nationalspråk och den inhemska kulturen bland utvandrade medborgare till att mer generellt väcka intresse för landets språk och kultur i utlandet. Den tredje tendensen är att organiserad verksamhet med syfte att sprida landets kultur och språk bortom den egna landsgränsen ofta uppstod som en reaktion på andra staters politik. På det hela taget tydliggör studien vikten av att förstå internationalisering av utbildning i relation till mer övergripande utrikespolitiska statliga ambitioner. Rapporten ska ses som en översikt över ett forskningsläge och bygger uteslutande på sekundärlitteratur. Den har heller inget anspråk på att ha täckt detta forskningsfält i sin helhet.

    Abstract [en]

    The aim of this thesis is to analyze the establishment and development of lectureships in the Swedish language in German universities during the first half of the 20th century. Building on earlier research about the role of language teaching abroad for public diplomacy, the study sees the lecturer as a part of both the the academic and political fields in Germany and Sweden. The establishment of and changes in the system of lectureships in Swedish 1906–1945 are explained through an analysis of the actors involved and of the assets allowing the actors to control both the establishment of lectureships and the appointment of lecturers in Germany.

    During the Weimar Republic a number of actors were involved in the establishment of the lectureships. They included academics with a scholarly interest in Scandinavian languages and old Norse,, the German state, which worked to promote the study of foreign countries and interna­tional academic mobility as a way of breaking German isolation after World War I, and the Swedish organization for the preservation of Swedishness abroad for which the teaching of Swed­ish abroad was a way of increasing the academic status of the language. After the National Social­ist takeover in 1933 the NSDAP and the Swedish foreign ministry also took an interest in the Swedish lectureships in Germany for propaganda purposes.

    The dissertation shows how a system for the appointment of Swedish lecturers to Germany was established through interaction between the actors. Central in this process were the control over economic assets, a social network which made recommendations of lecturers possible, and the control over communication between both the lecturers and universites and between the German and Swedish states. The study also shows that the uneven distribution of assets between German and Swedish actors resulted in an inferior position for the German state and organizations in relationship to their Swedish counterparts.

    Abstract [en]

    Programmes of international educational exchange are not only carried out for educational purposes, but form an important part of modern-day public diplomacy. Through exchange programmes education and research are linked with foreign policy interests, which then in turn should affect the international contacts of universities and research facilities. The present article applies a long-term perspective on the scholarship programme of the Swedish state in order to show how the shifts in Swedish foreign policy during the period 1938–1990 have affected the number and composition of scholars incoming to Sweden over time.
