    Abstract [sv]

    Under de drygt två hundra år som förflutit sedan det moderna forskningsuniversitetet såg dagens ljus i dåtida Preussen har vetenskap bevisligen gjort världen bättre. Fyra k:n – kunskap, kreativitet, kritikoch kollegialitet – har utgjort nyckeln till denna exempellösa framgång. Akademins framsteg har dock inte vilat på den demokratisk-politiska logik som genomsyrar dagens samhälle, utan på en parallell och alldeles egen verklighet där ett fritt sökande upprätthållits genom att forskare drivits av sitt engagemang och sin nyfikenhet. När denna anda får råda inom vetenskapen blir det också bra för samhället i stort. Men i det projektsamhälle som alltmer tar form och där tiden, resultaten och utvärderingen är centrala, framstår akademins och vetenskapens sätt att fungera som provocerande. Liksom stora delar av den offentliga verksamheten lever i dag akademin under trycket av kortsiktig resultatleverans.Hur kunde det bli så, och vad gör vi åt det?

    Denna problematik är temat för Det hotade universitetet, som är redigerad och författad av engagerade forskare, tidigare universitetsrektorer och ämbetsmän som är förskräckta över en utveckling där djup kunskap, vildsint kreativitet, kritiska samtal och kollegialt ansvar kastas på sophögen. Denna utveckling kan inte, och får inte, fortsätta. Då rycker vi undan mattan för mänskliga framsteg och ett civiliserat samhälle. Det är hög tid att försvara de värden som akademin har stått för sedan lång tid tillbaka – inte för att de är traditionella, utan för att de är det modernaste vi har.

    Abstract [en]

    The notion of representation lies at the heart of liberal democratic thinking, and over the years considerable effort has gone into defining and measuring the concept. The least common denominator in the voluminous literature is that in a representative political system there should be a certain amount of attitudinal congruence between masses and elites. One much-debated strategy for obtaining a better match between elite and mass policy opinion is that of increasing the representation of women in important decision-making positions in society. Using data on nearly 5,000 elite-mass dyads within 24 Indian villages, the authors find strong support for the view that a more equal representation of women increases opinion congruence between masses and elites. The results are challenging because they show that women are not only better equipped than men to politically represent women but also that they are better at representing men—and the results are shown to apply in a variety of socioeconomic contexts.

    Abstract [en]

    Inspired by recent studies on personality and political attitudes and behavior we use the Big Five approach to assess the influence of a comprehensive set of personality traits on political tolerance. Our study is based on surveys in Bhopal in India and Lahore in Pakistan. We find that all Big Five traits – openness, conscientiousness, extraversion, agreeableness, and neuroticism – are significantly related to individuals’ willingness to grant political rights to groups they dislike in one or both countries. As one of only a few studies examining the relationship between the Big Five traits and political attitudes and behavior outside a Western context these findings demonstrate the importance of also paying attention to personality traits when studying contexts where situational factors such as political violence, poverty, and severe inequalities might be expected to be the main influence on individuals’ behavioral choices.

    Abstract [en]

    In this article, we investigate whether differences in social trust and impartial public administration have an impact on public confidence in EU crisis management institutions. Our assessment is based on a cross-country comparison using aggregate country-level data of the member states in the European Union. Earlier studies on the EU as a crisis manager have not carefully studied to what extent differences in social trust and administrative culture may or may not matter. Our analysis shows that in countries where citizens are treated impartially by their own national public administration institutions, people are less likely to support EU-coordinated civil protection efforts. In contrast, in places where citizens perceive their government's treatment of them as partial and unfair, citizens will tend to support EU-coordinated civil protection.

    Democracy and violent separatism in India: Kashmir in a comparative perspective1997Doctoral thesis, monograph (Other academic)
    Abstract [en]

    This dissertation investigates the factors that led to the breakdown of democracyand the rise of violent separatism in Jammu and Kashmir in the 1980s. Usingnew empirical material collected mainly in India and Pakistan, it is argued thatit is a mistake to see an ethnic factor as the main cause of the conflict in Jammuand Kashmir. Furthermore, although poor socioeconomic conditions may havefuelled discontent, the conflict cannot be explained by such factors alone.Instead, the emergence of incompatible identities should be regarded as anoutcome of a preceding and distinctly political conflict in Jammu and Kashmir. It is argued that the conflict, which later escalated into a small-scale civil war, originated as disputes between elites in Jammu and Kashmir and the central government over power in a weak institutional setting.

    The emphasis in the analysis is therefore placed on the development of political institutions and the decisions made by the political elite in Jammu andKashmir and New Delhi during the crucial period 1975 to 1989. Nevertheless,a historical background to the conflict is included in the analysis; it traces theorigins of the party segmentation, which has continued until today. The impactof Pakistani intervention in the conflict is also discussed.

    Finally, the factors found decisive in producing violent separatism inJammu and Kashmir are illustrated by a comparative analysis of two Indianstates that have managed integration better, namely Tamil Nadu and WestBengal. An examination of how large-scale violent separatism was avoided inTamil Nadu in the 1950s and 1960s reveals clearly what went wrong in Jammuand Kashmir in the 1980s. We could also have expected Bengali separatism along time ago if we applied the logic of theories on ethnicity. But in spite of itsdistinctive character and political turmoil this state has, like Tamil Nadu,remained and become more closely integrated in the Union.
