The Capitalist State and the Construction of Civil Society: Public Funding and the Regulation of Popular Education in Sweden, 1870–19912017Book (Refereed)
    Abstract [en]

This book challenges the idea that a sharp boundary should be drawn between the state and civil society. Although this idea is extremely common in modern capitalist societies, here it is turned on its head through a study of the ways in which public funding from the 1870s to the 1990s has enabled and shaped collective action in Swedish popular education. Popular education has generally been seen as independent of government control, with strong connections to popular and labour movements; in this volume, Berg and Edquist narrate a new story of its rise by analysing how a government grant system was constructed to drive its development. A key element in this government policy was to create and protect popular education as an autonomous phenomenon, yet making it perform state functions by regulating its bureaucratic make-up and ideological content. The book will appeal to scholars and students of history, education, and sociology, particularly those with an interest in the workings of the capitalist state as well as the history of education.

Att spara eller inte spara: De svenska arkiven och kulturarvet 1970–20102019 (ed. 1)Book (Other academic)
    Abstract [en]

In this book, ideas and practices on appraisal in Swedish state archives c. 1970–2010 are analysed. What records has been kept, why, and for whom? How has the archival sphere been influenced by overall societal ideas on heritage and memory? The relative importance of legal and institutional frameworks is also analysed, since laws heavily regulate archives in the Swedish public sector. The Swedish Archives Act of 1990 emphasises that the “research interest” has to be accounted for when deciding what to preserve, and it adds that the state archives are part of the “national heritage”. How is this implemented in actual appraisal practises? It is shown that appraisal in Sweden is generally pragmatic and – in a Schellenbergian tradition – rests on a presumption (most often not articulated) that it is possible to foresee the desires of future users.

Demarcating popular education with government subsidies: Sweden 1911–19912015In: Nordic Journal of Educational History, ISSN 2001-7766, Vol. 2, no 1, p. 73-96Article in journal (Refereed)
    Abstract [en]

By analysing the regulating mechanisms of state subsidies to Swedish institutions generally considered mediating “popular education” during the twentieth century, it is argued that a tension has been developed between two parallel notions of popular education. A narrower ideal popular education—emphasising non-formality and independence—has been discursively nurtured along with a broader organisational popular education, denoting the de facto institutions that have received government funding, primarily the folk high schools and study associations. It is argued that the organisational popular education is a reality in itself, spanning over border zones between, for example, non-formal and formal education. Furthermore, an argu- ment against using “popular education” as an analytical concept is put forth, since it is overly contested. Rather, it is promoted as a discursive construct that has for- med real organisational structures with their own logic, which cannot be denoted by words such as non-formal adult education.

    Abstract [en]

The aim of this study is the spread of nationalist ideology in the Good Templar movement – one of the largest mass organisations in Sweden in the decades preceding the introduction of universal suffrage following World War One. This temperance organisation had many significant ideological functions. It was an important arena of integration for Liberal and Social Democrat politicians, a pioneer of popular education, and a significant organiser of leisure activities.

It is argued that the nationalist ideology in the Good Templar movement was particularly important in reproducing a bourgeois hegemony in Sweden. In opposing the nationalism of the conservatives, liberals and most socialists advocated a national ideology for a new and democratic Sweden. They idealised the ‘people’ of the popular movements in political issues, in the writing of history, and with the spread of folklore. At the same time, this ideology integrated workers, small farmers, schoolteachers etc. into a homogeneous group – the ‘people’, i.e. the nucleus of the nation. Much of this nationalism was considered to be politically neutral, and part of a cultural heritage that was supposed to be spread to the population. Through the consistent singing of the national anthem at the end of the temperance meeting, and through the ritual flying of the flag at larger gatherings, a general national ideology was disseminated. This nationalism was largely shared by socialists and non-socialists, with the purpose of creating consent to the parliamentary, bourgeois-democratic state.

The nationalism of the Good Templars was largely cultural rather than civic. Especially after 1900, the folkloristic element of the movement was substantial. In many ways the temperance movement was the principal agent in making folk dances, folk games, and ritual meetings in the outdoors typical elements of Swedish nationalism.
