    Abstract [en]

    It is commonly assumed that European integration empowers prime ministers at the expense of cabinet ministers and parliamentary actors. This article follows the suggestion that an increase in cabinet reshuffles indicates power shifts in favour of the PM, and studies reshuffles in two countries that have been involved very differently in the process of European integration, Germany and Sweden. It hypothesises that if European integration empowers the PM, the PM will employ cabinet reshuffles more often. By implication, as integration increases, (1) ministerial reshuffles should become more frequent, and (2) political insiders and ministers holding important portfolios should be more likely to be dismissed. The results found in an event history analysis show that EU integration leads to an increase of turnover when looking at Swedish post-war cabinets, whereas no such effect is found for German cabinets. These results are in line with the idea that a differential impact of Europe on intra-executive relations should be expected.

    Does European Integration Lead to a 'Presidentialization' of Executive Politics?: Ministerial Selection in Swedish Postwar Cabinets2009In: European Union Politics, ISSN 1465-1165, E-ISSN 1741-2757, Vol. 10, no 2, p. 226-252Article in journal (Refereed)
    Abstract [en]

    In this article, we address recent claims that executive legislative relations in parliamentary democracies are undergoing important changes owing to either a 'presidentialization' or a 'Europeanization' of domestic political systems. Therefore, we test empirically whether parliamentary democracies are indeed experiencing changes in executive-legislative relations and whether these developments can, in part, be explained by an increase in European integration. Using data on ministerial selection in Swedish cabinets during the years 1952-2006, we find that there appears to be a slight tendency towards 'presidentialization', which is indicated by a decrease in ministers with a parliamentary background being appointed, and that there exists some support for the notion that Sweden's political and economic integration into the European Union is part of the explanation for this change.

    Abstract [en]

    The EU’s Role in Fighting Global Imbalances looks at the role of the European Union in addressing some of the greatest challenges of our time: poverty, protectionism, climate change, and human trafficking. Contributions from ten leading scholars in the fields of economics, law, and political science provide in-depth analyses of three key dimensions of EU foreign policy, namely: the internal challenges facing the EU, as its 28 member countries struggle to coordinate their actions; the external challenges facing the EU on the global arena, in areas where global imbalances are particularly pervasive, and where measures taken by the Union can have an important impact; and the EU´s performance on the global arena, in the eyes of other key actors. Based on a broad and interdisciplinary understanding of the concept of global imbalances, this book argues that these challenges follow from pervasive global imbalances, which at root are economic, political, and legal in character.

    Årsboken 2012 behandlar dynamiken mellan arbetslöshet, migrationspolitik och nationalism som en avgörande framtidsfråga för EU.EU:s sammanhållning är satt på sitt hittills svåraste prov. I den ekonomiska krisens spår ser vissa medlemsländer arbetslösheten stiga dramatiskt och tvingas till kraftiga neddragningar i välfärden. I andra medlemsländer går krisen relativt obemärkt förbi. Otryggheten och skillnaderna på Europas arbetsmarknad utgör grogrund för nationalism och främlingsfientlighet. Krav hörs på en mer restriktiv migrationspolitik. Samtidigt står Europa, med sin åldrande befolkning, inför en allvarlig demografisk och välfärdspolitisk utmaning. Många hävdar därför att EU:s konkurrenskraft och tillväxt på sikt måste bygga på en kraftigt ökad arbetskraftsinvandring.Denna bok behandlar dynamiken mellan arbetslöshet, migrationspolitik och nationalism som en avgörande framtidsfråga för EU. Vilka konsekvenser har den stigande arbetslösheten och de växande nationalistiska strömningarna för ­migrationspolitiken i Europa?     Kampen mot fattigdom och socialt utanförskap är en av EU:s topprioriteringar efter den globala finanskrisen. Genom Europa 2020-strategin åtar sig unionen att lyfta minst 20 miljoner européer ur fattigdom. Utvecklingen i krisländerna har dock gått i motsatt riktning och de ekonomiska skillnaderna mellan EU:s medlemsstater fortsätter att öka. Är ett bestående välfärdsgap på väg att etablera sig mellan Europas mer välmående ekonomier och de som har halkat efter? Räcker krispolitiken för att säkra unionens sociala sammanhållning, eller behövs nya politiska verktyg? Hur har handlingsutrymmet för den nationella välfärdspolitiken påverkats av den fria rörligheten?     Over 30 years ago, Browne and Franklin (1973) demonstrated that parties in a coalition tend to receive portfolio payoffs in almost perfect proportionality to their seat share. Even though this result has been confirmed in several studies, few researchers have asked what the underlying mechanism is that explains why parties receive a proportional payoff. The aim of this paper is to investigate the causal mechanism linking party size and portfolio payoffs. To fulfil this aim, a small-n analysis is performed. By analysing the predictions from a statistical analysis of all post-war coalition governments in 14 Western European countries, two predicted cases are selected; the coalitions that formed after the 1976 Swedish election and the 1994 German election. In these case studies two hypotheses are evaluated: that the proportional distribution of ministerial posts is the result of a social norm, or that parties obtain payoffs according to their bargaining strength. The results give no support to the social norm hypothesis. Instead, we suggest that proportionality serves as a bargaining convention for the actors involved, thus rendering proportional payoffs more likely.

    The illusion of accountability in the European Union2009Collection (editor) (Other academic)
    Abstract [en]

    This book examines accountability in the EU from different perspectives and considers whether EU citizens have real opportunities for holding decision-makers accountable. This book critically analyses five arguments which claim there are sufficient means for holding decision-makers to account in the Union. The authors examine:

    • The argument that we should rethink the meaning of accountability in the EU context
    • The claim that there is no accountability deficit in the EU because member states have the power to retrieve all delegated competencies
    • The assertion that EU citizens have effective mechanisms for holding those responsible for legislative decision-making to account
    • The contention that the arrangements that obtain at present for holding the executive power in the EU to account are acceptable
    • The belief that the involvement of organised civil society can work as an alternative to traditional forms of accountability

    The main conclusion is that the current institutional set-up and practice of decision-making in the EU is one that merely creates an illusion of accountability.

    Using a strict framework focusing on the difference between formal mechanisms and actual opportunities for accountability, this highly coherent volume will be of interest to students and scholars of European politics, especially those interested in the democratic foundations of the European political system.

    According to the opposition deficit thesis’ European Union politics is characterized by aconspicuous absence of opposition to the policies promoted by the EU. However, once we start looking for systematic evidence supporting the claim of an opposition deficit in EU politics, we come up surprisingly empty handed. This article seeks to rectify the lacuna in previous research by examining how much and what type of opposition actually exist in EU politics. The study formulates four hypotheses on the state of political opposition in EU politics, and breaks new ground by testing their validity by use of unique data collected from the Swedish EuropeanAffairs Committee for the period 1995–2016. The results show there is in fact considerably more opposition present in EU politics than has previously been assumed. The opposition deficit thesis thus seems to be more myth than reality.

    Since the breakdown of the 'permissive consensus' in the early 1990s we have witnessed an input turn in the debate on EU legitimacy. Many scholars have been arguing for enhancing the input legitimacy of the EU through promoting stakeholder participation and deliberation on important European issues. Yet, others warn that this strategy might not help in increasing overall legitimacy of the EU, since increased input legitimacy could be thought to undermine its output legitimacy by making decision-making less efficient. This article assesses, empirically, the relationship between input and output legitimacy within the context of the EU chemicals policy overhaul. Contrary to what some scholars suggest, we find evidence from a survey that measures aimed at increasing the input legitimacy of the EU also hold the promise of increasing its output legitimacy.

    Participatory Governance in the EU: Enhancing or Endangering Democracy and Efficiency?2011Book (Refereed)
    Abstract [en]

    This book is an empirical assessment of whether participatory governance reforms within the European Union enhance or endanger democracy. The alleged democratic deficit of the EU and its waning legitimacy have inspired scholars and practitioners to look for new ways of improving democracy and efficiency within it. Proponents of participatory governance, including the European Commission, argue that introducing new forums for interest-group participation and deliberation at the EU level will help create a more democratic and effective Union. This book examines the veracity of this claim. It looks at whether it is possible to enhance decision-making efficiency and democratic legitimacy by involving interest group representatives in the formulation and implementation of policy. In doing so, Participatory Governance in the EU employs data from a unique expert survey of stakeholders and EU officials.

    In this chapter, we provide an assessment of civil society involvement in EU policy-making. The aim is to delineate the theoretical debate on the participatory governance approach in the EU and to describe the instruments developed to implement it. Furthermore, we consider how well these mechanisms have functioned so far and the extent to which they can alleviate the Union’s alleged democratic deficit.

    There is a lively academic debate over whether political cleavages in the European Union ( EU) follow mainly territorial ( national) or non-territorial ( ideological) patterns. This article analyses the cleavages that structure the conflict over European chemicals policy, the so-called REACH system. Taking positions on this major policy as an empirical example, we test these competing theories on the nature of cleavages on environmental policy issues in the EU. We use data from an expert survey of more than 600 individuals to fulfil this aim. The results show that neither of the hypotheses is unequivocally supported. But the data indicate that cleavages based on non-territorial interests are much more important than territorial interests in explaining positions on REACH.

    A number of high profile crises and disasters have driven the EU to increase cooperation among its member states in the area of civil protection and to enhance its capacity to conduct civil protection operations in Europe and around the world. However, in the light of recent transboundary crises in the EU, manifested by the refugee crisis, terrorist attacks, and natural disasters, it is far from clear how effective such cooperative EU arrangements can be due to differences in the way national civil protection has been organized and due to the question of whether sufficient trust exists within and between the involved organizations. In this article, drawing from a unique study of civil protection agencies in 17 EU member states, and utilizing theories on crisis management, public administration and trust, we shed light on the factors that promote national and EU-level effectiveness in civil protection and crisis management.

    Existing theories on why administrative reorganizations take place point in opposite directions. This article assesses which logic of action provides the most accurate characterization of reform activities in Sweden's central administration since accession to the European Union (EU) in 1995. In order to explain reorganization activities, two explanatory models are specified: a Rational Actor Model (RAM) and a Normative Organization Model (NOM). The results reveal that the Social Democratic government has been committed to realizing a comprehensive reorganization of the Government Offices. More powers have been concentrated in the Prime Minister's Office, while, for instance, the Ministry for Foreign Affairs has lost many of its previous functions. This review of the machinery of government has been predominantly a rational activity with the explicit purpose of strengthening coordination of EU policy between ministries. Nonetheless, the reform activities involve normative considerations and demonstrate that the theoretical cleavage that has nurtured the debate between rational choice theorists and its opponents has been exaggerated.

    Existing theories on administrative reorganization point in two opposite directions. Some scholars suggest that the machinery of government is altered through comprehensive planning and intentional design. Other scholars, on the other hand, interpret administrative reorganization as merely symbolic actions undertaken in accordance with norms and values within an organizational context. This dissertation confronts these two theoretical approaches in an empirical investigation of reorganization activities in the Swedish core executive during the 1990s. The central question is whether the government’s organizational behaviour is best understood as rational or normative?

    In an attempt to assess which logic of action provides the most accurate characterization of administrative behaviour two explanatory models are specified: a Rational Actor Model (RAM) and a Normative Organization Model (NOM). The inquiry is conducted through a process-oriented method were decision-making processes affecting the ministerial division within four different policy areas are reconstructed. The four policy areas are housing policy, agricultural policy, industrial policy and European Union policy.

    The results reveal that the Social Democratic government from 1994 and onwards has been committed to realizing a comprehensive organizational reform in the Swedish Government Offices. The purpose has been to strengthen the coordination between different ministries and units within ministries. This review of the machinery of government has involved among other things the creation of a “super ministry” for growth policy. The inquiry concludes that in all policy areas examined in the study the decision-makers have made primarily rational calculations of expected organizational outcomes. Administrative behaviour is predominantly a rational activity, and the Rational Actor Model does, accordingly, provide a more accurate picture of the decision-making processes. Nonetheless, it is important to stress that normative considerations were present in each of the cases. This demonstrates that the theoretical cleavage that has nourished the debate between rational choice theorists and its opponents has been exaggerated.

    This chapter focuses on investigating various background features of individual ministers in post-WWII Sweden, specifically on whether ministers have a ‘political insider’ background, or whether they are better characterized as being ‘outsiders’ or ‘experts’. We analyse the background of ministers as a response to several claims made in the previous literature, for example, some scholars suggest that ministers with an ‘outsider’, or non-political background are more likely to be appointed as European integration increases, whereas other scholars focus on the effects of economic conditions, suggesting that ‘technocrats’ are more likely to be appointed during economic crises. On average, freshman ministers in Sweden tend to have a fairly solid political background. A majority of ministers appointed for the first time have a background as members of the Swedish Riksdag or as members of a local parliament. Taken together, evidence from Sweden suggests a continued strong role for politically experienced ministers. The Swedish parliamentary system allows for the appointment of political outsiders, not least during the European economic and financial crisis but the main pattern still is that persons appointed as ministers have a solid political background before taking office.

    Presidentialized executive politics: the effect of European integration in the Swedish case2007Conference paper (Other academic)
    Abstract [en]

    In this paper, we address recent claims that (1) European parliamentary democracies are undergoing a process of "presidentialization", and (2) that these developments can, in part, be explained by EU integration. Using data on ministerial selection and deselection in Swedish cabinets during the years 1952-2006, we find that (1) there appears to be a slight tendency towards "presidentialization", and (2) there exists some preliminary support for the notion that Sweden's economic integration into the EU is part of the explanation for this.
