    This article investigates the influence and agency of employers for international labour migration through a case study on networks and migration to a county in Sweden in the decades after the end of the Second World War. Earlier research has focused on the supply-side of networks, such as contacts between migrants and prospective migrants and their place of origin, and how such relations led to cumulative effects, with increased migration over time. This article shows how employers in Västmanland County were, sometimes with the help of government agencies, able to solve their labour requirements through the active creation of migration networks. The article contributes to a deeper understanding of the functions of networks for international migration through developments on the demand-side of labour markets.

    During the first decades of the post-war era, Sweden experienced a rapid increase in labour immigration. Many of these migrants found employment in the industrial sector, where they became concentrated. This concentration varied between different industries, but was amongst the highest in the metal and engineering industries. The aim of the thesis is to explain why migrant workers were concentrated in the Swedish metal and engineering industries during the post-war period, circa 1946-67. For this aim the thesis uses case studies, one on the regional level and another at the company level, in order to investigate and differentiate between different explanations.

    A varied set of different direct, as well as underlying causes and circumstances have been suggested in previous research to explain this uneven distribution of migrant workers on the labour market. Different explanations arising from these perspectives have been used in prior research with some success, but they rarely confront explanations from other perspectives, thus creating different narratives driven by different circumstances, causes, processes and intentions. The ambition of this thesis has been to seek explanations for a complex and changing historical process in post-war Sweden. In order to study this, explanations from previous research have been used to find the reasons and causes behind the concentration of foreign workers in the metal and engineering industries during the post-war era. At the same time, the results of these empirical studies are used to problematize and question these established explanations.

    The results have led to a somewhat different picture of the circumstances and reasons that shaped the labour immigration and the distribution of foreign employees on the Swedish labour market during the post-war period. The thesis particularly stresses that the possibilities and capabilities of the employers had a significant impact on the distribution of foreign workers.

    Syftet med denna rapport är att studera om, och i så fall hur, de arbetstagar-organisationer som företräder läkare (Läkarförbundet) och sjuksköterskor (SHSTF/Vårdförbundet) har försökt inverka på de regleringar som på olika sätt påverkar i utlandet utbildade läkare och sjuksköterskors möjligheter att få legitimation och arbeta i Sverige. Utgångspunkten är att förbunden förväntas försöka påverka regleringar av yrket och förändringar av kraven på i utlandet utbildade yrkesutövare på ett sådant sätt att det minskar (eller håller tillbaka ökningen av) utbudskonkurrensen på deras segment av arbetsmarknaden. Rapportens slutsats är att förbundens politik endast delvis verkar i denna rikt-ning. Det långsiktiga målet att säkerställa yrkets status och ställning tycks i de flesta fall vara viktigare för förbunden, än att på kortare sikt försöka motverka den utbudskonkurrens som invandring och invandrare utgör.

    Organized interests and foreign-educated professionals: The case of the associations for physicians and nurses in Sweden2017Report (Refereed)
    Abstract [en]

    The role and importance of employee organizations (i.e., unions) on policies concerning international migration have been studied extensively for decades. However, we know very little about the strategies of the organized interests of health care professionals. This paper will contribute to previous research, both internationally and in the Swedish context, on issues concerning the (re-)action of professional organizations towards migration reforms that might endanger the profession's control over their segment of the labor market. Through a study of the associations representing the two largest licensed health care professions in Sweden – physicians and nurses – the study investigates if, and how, they try to limit the competition in the labor market against reforms that are promoting increased mobility and international migration. The conclusions are mixed, suggesting that the long-term goals of professional associations are more important than strategies that might reduce the competition of foreign-educated practitioners in the short run.
