    Why do the first multiparty elections after authoritarian rule turn violent in some countries but not in others? Thisarticle places legacies from the authoritarian past at the core of an explanation of when democratic openings becomeassociated with electoral violence in multi-ethnic states, and complement existing research focused on the immediateconditions surrounding the elections. We argue that authoritarian rule characterized by more exclusionary multiethniccoalitions creates legacies that amplify the risk of violent elections during the shift to multiparty politics.Through competitive and fragmented interethnic relations, exclusionary systems foreclose the forging of cross-ethnicelite coalitions and make hostile narratives a powerful tool for political mobilization. By contrast, regimes with abroad-based ethnic support base cultivate inclusive inter-elite bargaining, enable cross-ethnic coalitions, and reduceincentives for hostile ethnic mobilization, which lower the risk of violent elections. We explore this argument bycomparing founding elections in Zambia (1991), which were largely peaceful, and Kenya (1992), with large-scalestate-instigated electoral violence along ethnic lines. The analysis suggests that the type of authoritarian rule createdpolitical legacies that underpinned political competition and mobilization during the first multiparty elections, andmade violence a more viable electoral strategy in Kenya than in Zambia.

    Abstract [en]

    A recent Climatic Change review article reports a remarkable convergence of scientific evidence for a link between climatic events and violent intergroup conflict, thus departing markedly from other contemporary assessments of the empirical literature. This commentary revisits the review in order to understand the discrepancy. We believe the origins of the disagreement can be traced back to the review article's underlying quantitative meta-analysis, which suffers from shortcomings with respect to sample selection and analytical coherence. A modified assessment that addresses some of these problems suggests that scientific research on climate and conflict to date has produced mixed and inconclusive results.

    Abstract [en]

    Common political economy models point to rationalist motives for engaging in conflict but say little about how income shocks translate into collective violence in some cases but not in others. Grievance models, in contrast, focus on structural origins of shared frustration but offer less insight into when the deprived decide to challenge the status quo. Addressing these lacunae, we develop a theoretical model of civil conflict that predicts income loss to trigger violent mobilization primarily when the shock can be linked to pre-existing collective grievances. The conditional argument is supported by results of a comprehensive global statistical analysis of conflict involvement among ethnic groups. Consistent with theory, we find that this relationship is most powerful among recently downgraded groups, especially in the context of agricultural dependence and low local level of development, whereas political downgrading in the absence of adverse economic changes exerts less influence on ethnic conflict risk.

    In this article, we introduce the Geocoded Peacekeeping Operations (Geo-PKO) dataset, which presents new data on subnational peacekeeping deployment for all UN missions to Africa, 1994–2014. The Geo-PKO dataset is the most comprehensive dataset of its kind and enables scholars to address new questions about peacekeeping operations and their effects by exploring variations in peacekeeping at the subnational level. The dataset offers information on several key features of peacekeeping deployment at the local level, such as data on the size of deployments and how these vary over time, as well as information on the location of mission headquarters, the type of peacekeepers deployed, and which troop-contributing countries deploy to each location. This article describes the data collection process and illustrates some of the many utilities of this dataset for the scholarly community. For example, we show that peacekeeping troops are able to reduce battle-related violence in areas with high road density, suggesting that peacekeepers’ ability to project their power is stronger when they can increase their reach and more easily patrol larger territories. Hence, our data can fruitfully be combined with information such as socio-economic, geographical or demographic characteristics, to further explore how peacekeeping operations can contribute to peace and security in the areas where they operate. By providing fine-grained data on the location of peacekeepers across time and space, the Geo-PKO dataset should help facilitate important inquires that can push the research agenda on peacekeeping forward.

    What are the political and economic consequences of contention (i.e., genocide, civil war, state repression/human rights violation, terrorism, and protest)? Despite a significant amount of interest as well as quantitative research, the literature on this subject remains underdeveloped and imbalanced across topic areas. To date, investigations have been focused on particular forms of contention and specific consequences. While this research has led to some important insights, substantial limitations-as well as opportunities for future development-remain. In particular, there is a need for simultaneously investigating a wider range of consequences (beyond democracy and economic development), a wider range of contentious activity (beyond civil war, protest, and terrorism), a wider range of units of analysis (beyond the nation year), and a wider range of empirical approaches in order to handle particular difficulties confronting this type of inquiry (beyond ordinary least-squares regression). Only then will we have a better and more comprehensive understanding of what contention does and does not do politically and economically. This review takes stock of existing research and lays out an approach for looking at the problem using a more comprehensive perspective.

    What are the consequences of election violence for citizens' political attitudes? We argue that in polarized contexts, citizens' interpretation of electoral violence depends on their partisan affiliations. When presented with information alleging co-partisans' involvement in violence, people with strong partisan identities become more likely to assert that elections were free and fair. We test this expectation with a vignette experiment in West Bengal after India's 2019 elections, presenting respondents with information about violence while varying the partisan identity of the perpetrator. Consistent with expectations, supporters of the Trinamool Congress (TMC) increased their evaluations of election quality when hearing about co-partisan violence. We find no evidence of disconfirmation bias for Bharatiya Janata Party (BJP) supporters; their recent shift to the party plausibly explains this finding.

    There is surprisingly little empirical scholarship on the spread of capitalistic economic policies under the rubric of 'globalization' and domestic peace. While the classical liberals saw free markets leading to social harmony because of self-interest of individuals, who cooperate for profit, Marxists and others viewed markets as anarchical, requiring state intervention for obtaining justice and peace. The authors argue from an opportunity-cost perspective that the payoffs to rebellion are structured by how an economy is governed. Closed economies are likelier than more open ones to accumulate 'rebellion specific capital' because of high payoffs to organization in the shadows. Using an index of economic freedom that measures how free people are to transact in an economy, the authors find that countries more favorable to free enterprise have a reduced risk of civil war onsets, a result that is robust to the inclusion of institutional quality, per capita wealth, and sundry controls. The results hold up despite a battery of specification changes, alternative data, and testing methods. The findings do not suggest that states under conditions of capitalism lose their autonomy to provide the public good of peace, as skeptics of globalization claim. Peacemakers will do well to build institutions that reward productive investment over rent-seeking, alongside democratic institutions that ultimately gain their legitimacy on the back of good economic performance and well-functioning markets.

    How do violent elections affect the willingness of citizens to defend democratic institutions? We argue that in the wake of violent elections, support for democratic constraints on the executive will diverge amongst ruling and opposition party supporters. To protect their position, ruling party supporters become more likely to endorse weakening constraints on executive power, even if it violates democratic principles. Opposition supporters, on the other hand, become more likely to reject democratic transgressions that de facto render them more vulnerable to political abuse. We examine these expectations using a vignette experiment embedded in a nationally representative 2019 post-election survey of 2400 Nigerians. Our findings suggest that incumbent supporters are overall more likely to endorse weaker constraints on the executive, but these attitudes are not reinforced by information about election violence. Opposition supporters, in contrast, become less likely to accept transgressions when informed about election violence.

    This article argues that, contrary to received wisdom, political corruption is not necessarily associated with a higher risk of civil war in oil-rich states. Political corruption can be used to accommodate opposition and placate restive groups by offering private privilege in exchange for political loyalty. Since oil wealth is associated with large rents accruing in state treasuries, it provides an economic foundation for such clientelist rule. This article thus argues that oil-rich governments can use political corruption to buy support from key segments of society, effectively outspending other entrepreneurs of violence. Based on a logit analysis of civil war onsets, 1985-99, the article finds support for this 'co-optation argument'. A negative and statistically significant interaction term between oil production and political corruption is consistent across different models and robust to a number of specifications. While both variables per se increase the risk of conflict overall, higher levels of corruption seem to weaken the harmful impact of oil on the risk of civil war. This finding suggests the need for a more nuanced understanding of the relationship between natural resource wealth, governance and armed conflict. Political corruption has prolonged poverty and bred economic and political inequality in many oil-rich states, but it has also helped cement powerful alliances with a stake in the continuation of the corrupt regimes.

    This article links lower economic returns in the labor-intensive agricultural sector to a higher risk of armed conflict at the local level. It argues that income shocks, followed by rising unemployment and lower wages in the rural economy, facilitate rebel recruitment and strengthen civilian support for rebel movements. Focusing on Africa, the article introduces a location-specific measure of changes to the value of local agricultural output by combining sub-national crop production maps with data on movements in global agricultural prices. The results show that negative changes to the local agricultural price index significantly and substantially increase the risk of violent events.

    Recent years have seen a surge of literature examining how political institutions influence the risk of civil conflict. A comparatively neglected aspect of this debate has been the heterogeneous impact of different forms of authoritarianism. In this article, I theoretically and empirically unpack the authoritarian regime category. I argue that authoritarian regimes differ both in their capacity to forcefully control opposition and in their ability to co-opt their rivals through offers of power positions and rents. Authoritarian regimes thus exhibit predictable differences in their ability to avoid organized violent challenges to their authority. I examine the association between four types of authoritarian regimes-military, monarchy, single-party, and multi-party electoral autocracies-and the onset of civil conflict from 1973 to 2004. I find that military regimes and multi-party electoral autocracies run a higher risk of armed conflict than single-party authoritarian regimes, which on the other hand seem to have an institutional set-up that makes them particularly resilient to armed challenges to their authority. These findings suggest that the emerging view, that political institutions are not a significant determinant of civil conflict, results from treating a heterogeneous set of authoritarian regimes as homogenous.

    Existing research on the causes of electoral violence has focused on structural determinants and election-specific characteristics but has paid less attention to the role of political agents that contest elections. This study addresses this gap by examining the relationship between the organizational strength of political parties and the risk of electoral violence. The study argues that strong political parties enhance the prospect for peaceful electoral dynamics for two reasons. First, having strong party organizations reduce incentives for violent electoral manipulation because these organizations enable more cost-efficient ways to mobilize voters. Second, strong party organizations constrain political actors from deploying electoral violence, both at the leadership and grassroot levels. The relationship between political party strength and electoral violence is studied by combining global data on the overall strength of political parties in the polity with data on violence across all national elections from 1946 to 2010. The statistical analysis accounts for a number of potentially confounding variables related to formal political institutions and election-specific characteristics. The results point to a statistically significant and substantively important association between strong political parties and a reduced risk of violent electoral conflict.

    Is the risk of civil conflict related to the quality of government? This dissertation contributes to the quantitative research on this topic. First, it provides a more nuanced account of the role of the government in influencing the risk of civil conflict. In doing so, the dissertation bridges a gap between the quantitative literature, which primarily focuses on types of regimes, and the qualitative literature, which emphasizes variations in how political authority is exercised within these institutions. Second, the dissertation introduces novel measures of the quality of government, and tests their association with civil peace across countries, over time. The dissertation consists of an introductory chapter and four separate essays. Essay I examines the risk of conflict across different types of authoritarian regimes. The statistical results suggest that single-party regimes have a lower risk of civil conflict than military and multi-party authoritarian regimes. The finding is attributed to the high capacity for coercion and co-optation within single-party institutions. Essay II studies whether cross-national variations in the occurrence of civil conflict are due to differences in the quality of government. The essay finds that governments that are not able to carry through such basic governing tasks as protecting property rights and providing public goods, render themselves vulnerable to civil conflict. The focus of Essay III is on patronage politics, meaning that rulers rely on the distribution of private goods to retain the support necessary to stay in power. The statistical results suggest that patronage politics per se increase the risk of conflict. The conflict-inducing effect is mediated by large oil-wealth, however, because the government can use the wealth strategically to buy off opposition. Essay IV argues that patronage politics can also lead to violent conflict between groups. The results from a statistical analysis, based on unique sub-national data on inter-group conflict in Nigeria, are consistent with this argument. Taken together, the findings of this dissertation suggest that both the form and degree of government have a significant influence on the risk of civil conflict.

    Recent years have seen a surge of literature examining how political institutions influence the risk of civil conflict. A comparatively neglected aspect of this debate has been the heterogeneous impact of different forms of authoritarianism. In this article, I theoretically and empirically unpack the authoritarian regime category. I argue that authoritarian regimes differ both in their capacity to forcefully control opposition and in their ability to co-opt their rivals through offers of power positions and rents. Authoritarian regimes thus exhibit predictable differences in their ability to avoid organized violent challenges to their authority. I examine the association between four types of authoritarian regimes-military, monarchy, single-party, and multi-party electoral autocracies-and the onset of civil conflict from 1973 to 2004. I find that military regimes and multi-party electoral autocracies run a higher risk of armed conflict than single-party authoritarian regimes, which on the other hand seem to have an institutional set-up that makes them particularly resilient to armed challenges to their authority. These findings suggest that the emerging view, that political institutions are not a significant determinant of civil conflict, results from treating a heterogeneous set of authoritarian regimes as homogenous.

    Recent research identifies state capacity as a crucial determinant of civil peace. Scholars often interpret the association between wealth and peace as state capacity effects, but they have not clearly distinguished the impact of administrative reach and capacity for coercion from those effects that may capture good governance related to the provision of political goods and quality of institutions.We revisit the relationship between state capacity and civil peace by suggesting three different pathways through which the state avoids violent challenges to its authority: coercion, co-optation, and cooperation.We evaluate these three different notions of governing capacity both analytically and empirically, and we find that high levels of government spending on political goods and trustworthy institutions are more significant predictors of civil peace than are states' coercive capacities.The results suggest that civil peace is co-produced by social and state forces, where quasi-voluntary cooperation from society increases state capacity for maintaining peace.This is good news for policies aimed at building state capacity, since there seems to be room for agency beyond simply waiting for societies to become wealthy.

    This article argues that, contrary to received wisdom, political corruption is not necessarily associated with a higher risk of civil war in oil-rich states. Political corruption can be used to accommodate opposition and placate restive groups by offering private privilege in exchange for political loyalty. Since oil wealth is associated with large rents accruing in state treasuries, it provides an economic foundation for such clientelist rule. This article thus argues that oil-rich governments can use political corruption to buy support from key segments of society, effectively outspending other entrepreneurs of violence. Based on a logit analysis of civil war onsets, 1985-99, the article finds support for this 'co-optation argument'. A negative and statistically significant interaction term between oil production and political corruption is consistent across different models and robust to a number of specifications. While both variables per se increase the risk of conflict overall, higher levels of corruption seem to weaken the harmful impact of oil on the risk of civil war. This finding suggests the need for a more nuanced understanding of the relationship between natural resource wealth, governance and armed conflict. Political corruption has prolonged poverty and bred economic and political inequality in many oil-rich states, but it has also helped cement powerful alliances with a stake in the continuation of the corrupt regimes.

Largely overlooked in the empirical literature is the issue of how governance influences the risk that non-state actors take up arms against each other. This paper addresses this issue by examining the occurrence of non-state armed conflicts in Nigeria, claiming more than 7000 lives between 1991 and 2006. I suggest that at the macro level, the government’s strategy of replacing conventional state capacity with a centralized patronage sys- tem, based on purchasing political restraint, explains the proliferation of inter-group violence. Based on the interpretation of non-state conflicts as an expression of institutionalized rent- seeking, I derive testable hypotheses regarding where within a country such conflicts are most likely to occur. Utilizing GIS software and new, unique event based data at the sub-national level in Nigeria, the paper explores local determinants of non-state conflicts. The results lend some support to the notion that non-state actors fight both over wealth and over the political access that secure access to such wealth.

    This article is the first to statistically examine the reciprocal relationship between formal political institutions and political corruption. We argue that political corruption is an informal institution that allows nondemocratic leaders to build political support, act as a substitute for liberalizing concessions in the formal institutions of the state, and thereby extends the longevity of non-democratic regimes. Yet, whereas high corruption level will prevail in nondemocratic regimes, we expect the electoral constituency in democratic regimes to have the formal power to curb political corruption. We demonstrate that these expectations hold by estimating a dynamic multinomial regression model on data for 133 countries for the 1985-2008 period. Our model shows that high-corruption autocracies and hybrid regimes are more stable than their low-corruption counterparts, but that low-corruption democracies are more stable than high-corruption ones. For autocratic and hybrid regimes, the stability is due both to corruption making the formal institutions more resistant to democratization and that the formal institutions prevent reductions in corruption. Consistent democracies, on the other hand, are able to reduce corruption and become more stable as a result.

    While case-based narratives from civil wars often stress the ethnic dimension of civilian atrocities, cross-national studies have found limited evidence in support of such contentions. Addressing this debate, we argue that warring actors often use ethnic affiliation to identify groups of suspected enemy supporters when individual wartime affiliations are not known. Since warring actors depend on their civilian constituencies for support, collective targeting of the enemy's co-ethnics becomes a strategy for weakening the enemy's capacity. Armed actors are thus more likely to engage in civilian abuse in areas where the enemy's ethnic constituency resides. To examine this argument, we combine new georeferenced event data on violence against civilians in African conflicts, 1989-2009, with spatial data on the location of the warring actors' ethnic constituencies. The analysis shows that the number of civilians killed by both governments and rebel groups is higher in areas inhabited by the enemy's ethnic constituency.

    In recent years, international third parties have increasingly sought to manage the dire consequences of civil war, often by deploying peacekeeping operations. However, peacekeepers sometimes face deliberate attacks by armed groups. These attacks hamper efforts to provide humanitarian relief and security. This raises a critical question: what factors lead rebel groups to target peacekeepers? We argue that internal conflict dynamics are important for explaining this phenomenon. Rebels attack peacekeepers as an alternative strategy to undermine incumbent regimes. They adopt this strategy as the balance of power turns against them in their struggle against governments. We evaluate our argument using a novel event data set on violent attacks on peacekeepers in sub-Saharan Africa from 1989 to 2009. We find a positive relationship between rebel losses and violent attacks on peacekeepers. These findings hold when controlling for mission-specific characteristics, time-invariant unobserved heterogeneity, and across different model specifications.

    Are UN peacekeepers effective in protecting civilians from violence? Existing studies examine this issue at the country level, thereby making it difficult to isolate the effect of peacekeepers and to assess the actual mechanism at work. We provide the first comprehensive evaluation of UN peacekeeping success in protecting civilians at the subnational level. We argue that peacekeepers through their sizable local presence can increase the political and military costs for warring actors to engage in civilian targeting. Since peacekeepers' access to civilian populations rests on government consent, peacekeepers will primarily be effective in imposing these costs on rebel groups, but less so for government actors. To test these conjectures we combine new monthly data on the location of peacekeepers with data on the location and timing of civilian killings in Africa. Our findings suggest that local peacekeeping presence enhances the effectiveness of civilian protection against rebel abuse, but that UN peacekeeping struggles to protect civilians from government forces.

    This article introduces the Ethnic One-Sided Violence dataset (EOSV) that provides information on the ethnic identity of civilian victims of direct and deliberate killings by state and non-state actors from 1989 to 2013. The EOSV dataset disaggregates the civilian victims in the one-sided violence dataset from the Uppsala Conflict Data Program by identifying which ethnic group they belong to, using the list of politically relevant ethnic groups from the Ethnic Power Relations data. By providing information on the ethnic targets of violence, EOSV enables researchers to explore new questions about the logic and dynamics of violence against civilians.

    Abstract [en]

    Political violence remains a pervasive feature of electoral dynamics in many countries in Sub-Saharan Africa, even where multiparty elections have become the dominant mode of regulating access to political power. With cross-national data on electoral violence in Sub-Saharan African elections between 1990 and 2010, this article develops and tests a theory that links the use of violent electoral tactics to the high stakes put in place by majoritarian electoral institutions. It is found that electoral violence is more likely in countries that employ majoritarian voting rules and elect fewer legislators from each district. Majoritarian institutions are, as predicted by theory, particularly likely to provoke violence where large ethno-political groups are excluded from power and significant economic inequalities exist.

    This article introduces the Deadly Electoral Conflict dataset (DECO): a global, georeferenced event dataset on electoral violence with lethal outcomes from 1989 to 2017. DECO allows for empirical evaluation of theories relating to the timing, location, and dynamics of deadly electoral violence. By clearly distinguishing electoral violence from related (and sometimes concurrent) instances of organized violence, DECO is particularly suitable for investigating how election-related violence is connected to other forms of violent political contention. In the article, we present the theoretical and methodological underpinnings of the data collection and discuss empirical patterns that emerge in DECO. We also demonstrate one potential use of DECO by examining the association between United Nations peacekeeping forces and the prevalence of deadly electoral violence in conflict-affected countries.

    Despite decades of research, there is no consensus on the relationship between democratic institutions and risk of civil war. We alleviate measurement issues and theoretical ambiguity in much existing work by theoretically and empirically unpacking core features of democracy and their relationship to civil war. We distinguish between institutions that impose vertical constraints on leaders from the population at large, and institutions that allow various groups, including non-incumbent elites, to place horizontal constraints on leader behavior. Both types of democratic institutions, we argue, help leaders overcome commitment problems related to potential agents of rebellion, thus reducing civil war risk. This is particularly so when these institutional mechanisms reinforce each other. Using precise institutional indicators from Varieties of Democracy, we disentangle and separately measure the dimensions of interest. Both vertical and (especially) horizontal constraints mitigate civil war risk, but only clearly so when both types of constraining institutions co-exist in so-called liberal democracies. Absent constraints from a capable parliament or independent judiciary, improvements to the freeness and fairness of elections do not mitigate civil war onset.

    Rebel groups that confront the government frequently become engaged in fierce and violent struggles with other groups. Why does a rebel group who is already fighting with the government become engaged in yet another struggle, thereby sacrificing scarce resources in the fight against other rebel groups? This article addresses this puzzle by providing the first global study on the determinants of interrebel violence. The authors argue that this violence should be understood as a means to secure material resources and political leverage that can help the group prevail in the conflict with the government. The quantitative analysis builds on new data on armed conflict between nonstate actors, 1989-2007. The results show that interrebel conflict is more likely when the rebel group fights in an area with drug cultivation, when the group is in control of territory beyond government reach, when the group is either militarily strong or weak in relation to other rebels, and where state authority is weak.

    Fragmentation of armed opposition movements through the rise of new rebel groups constitutes a significant challenge to conflict termination and peacebuilding. Yet, the question of why some rebel movements remain cohesive whereas others see a number of contending groups during the course of the armed conflict has received limited attention in existing research. This article addresses this gap by analyzing the determinants of the rise of rebel contenders in intrastate armed conflicts worldwide, 1975–2013. The theoretical framework focuses on barriers to entry, that is, variations in the costs and disadvantages that must be borne by nascent rebel contenders that are not borne to the same extent by incumbent rebel groups. The study proposes that strong social networks underpinning incumbent groups create structural barriers to entry for nascent groups by aggravating challenges of organization building. It further suggests that the interaction between incumbent groups and the government influences strategic barriers to entry as changes in government policies produce windows of opportunity for nascent groups to form. Consistent with these arguments, the study finds that when incumbent groups have strong networks – because rebels either tap into ethnic networks or draw on a leftist ideology – the risk of fragmentation is lower. Furthermore, when the government accommodates groups, through either negotiations or democratic concessions, the risk of fragmentation increases.

    Democracy assistance, including the promotion of electoral security, is often a central component of contemporary peacekeeping operations. Preventing violence during post-conflict elections is critical for the war-to-democracy transition. Yet little is known about the role of peacekeepers in this effort. To fill this gap, this study provides the first comprehensive sub-national study of peacekeeping effectiveness in reducing the risk of electoral violence. It combines geo-referenced data on peacekeeping deployment across all multidimensional peacekeeping missions in Africa over the past two decades with fine-grained data on electoral violence. The analysis finds a negative association between peacekeeping presence and the risk of electoral violence. The relationship is of a similar magnitude in the pre- and post-election periods. However, the association is more strongly negative for violence perpetrated by non-state actors compared to violence perpetrated by government-affiliated actors. Analyses using two-way fixed-effects models and matching mitigate potential selection biases.

    The mounting evidence for climate change has put the security implications of increased climate variability high on the agenda of policymakers. However, several years of research have produced no consensus regarding whether climate variability increases the risk of armed conflict. Many have suggested that instead of outright civil war, climate variability is likely to heighten the risk of communal conflict. In particular, erratic rainfall, which reduces the availability of water and arable land, could create incentives for violent attacks against other communities to secure access to scarce resources. Yet, whether groups resort to violence in the face of environmentally induced hardship is likely to depend on the availability of alternative coping mechanisms, for example through market transfers or state accommodation. This suggests that the effect of rainfall anomalies on communal conflict will be stronger in the presence of economic and political marginalization. We evaluate these arguments statistically, utilizing a disaggregated dataset combining rainfall data with geo-referenced events data on the occurrence of communal conflict in Sub-Saharan Africa between 1990 and 2008. Our results suggest that large negative deviations in rainfall from the historical norm are associated with a higher risk of communal conflict. There is some evidence that the effect of rainfall shortages on the risk of communal conflict is amplified in regions inhabited by politically excluded ethno-political groups.

    This article examines the role of economic inequality in influencing the risk of armed conflict between communal groups in Sub-Saharan Africa. We argue that socioeconomic inequality can generate intergroup grievances, which, due to the exclusionary legitimacy of the African state and elite incentives to engage in competitive mobilization of communal groups, precipitate violent communal conflict. To examine this argument, we rely on a series of household surveys to construct subnational inequality measures. For each region, we calculate measures of inequality in terms of household welfare and education between individuals (vertical inequality) and between ethnic groups (horizontal inequality). Combining the inequality data with new georeferenced data on communal conflict in Sub-Saharan Africa for the period 1990-2008, we find that regions with strong socioeconomic inequalities-both vertical and horizontal-are significantly more exposed to violent communal conflicts. More specifically, regions in which the largest ethnic group is severely disadvantaged compared to other groups are particularly prone to experience communal conflict.
