    Visst går det att forska om framtiden! Boken ger en god bild av det mångafacetterade framtidsforskningen. Med egna förhållningssätt i varje kapitel vill författarna stimulera läsaren till eftertanke och debatt, inte bara om framtiden utan också om vår egen tid. Framtiden är en helt central del av vår tillvaro och föremål för ständig reflektion där människor fattar beslut. Självklart bör vi söka kunskap om framtiden också på vetenskaplig grund. Men samtidigt måste vi gardera oss: som forskningsobjekt är framtiden mycket speciell, eftersom den ännu inte existerar och det mycket få saker som vi kan veta med någon större säkerhet.Framtidsstudier kan förekomma inom de flesta vetenskapliga discipliner men är också ett eget, om än löst sammanhållet, vetenskapligt fält rikt på diskussioner om perspektiv, teorier och metoder.

    Abstract [en]

    This study builds on the gender equality in the Swedish labor market and critical

    voices in research stating that the gender policies implemented are "missing the

    target." The purpose of this essay is to examine and compare how the Swedish

    political parties, the Moderates and the Social Democrats, problematize the unequal

    labor market. It also aims to examine what these problematisations says about

    women's and men's responsibilities in the promotion of gender equality. To achieve

    my chosen purposes, I have used the inductive method of analysis "What's the

    problem represented to be?" I have also used a feministic approach of institutions as

    an analytical tool. The study results show that the parties represents the problem of

    inequality as a problem of "women". Thus, it is women who are assigned

    responsibility for gender equality in the labor market. The study results also show that

    the gender equality policies implemented are based on a male-centered perspective.

    Att fostra demokrater: Om skolan i demokratin och demokratin i skolan2006Doctoral thesis, monograph (Other academic)
    Abstract [en]

    A central task for the Swedish school is to foster democratic citizens. The purpose of this thesis is to evaluate some aspects of the fostering of democrats in Swedish schools, focusing on the political knowledge of young people. For more than a decade the Swedish educational policy has considered a democratic school environment to be a fundamental right for the students. Furthermore, the school democracy is assumed to have a positive effect on the students' development of democratic competence. This assumption of a causal relationship between school democracy and political knowledge, inspired by integrative theories of democracy, is tested in this study. Another important goal for the Swedish educational policy is the equivalence of education for all students. This can be interpreted in more or less ambitious terms regarding the equality of the students' education. School segregation, however, poses a threat to any form of equivalent education. The effects of school segregation on the students' political knowledge is therefore also tested in this thesis.

    Using multi-level analysis on a sample of over 6000 Swedish students between 14 and 15 years of age, this study shows that a deliberative open classroom-climate has a positive effect on the students' political knowledge while the direct student influence, surprisingly, has a negative effect. Both ethnic and socioeconomic segregation have negative effects on the students political knowledge. Even more troubling, though, is the fact that the different dimensions of school democracy are related to the segregational factors. The favourable open classroom-climate is more frequent in schools where the students' parents have higher education. The counter-productive direct student influence is, on the other hand, more frequent in schools with a high number of immigrants and in schools where the students' parents have lower education. It is therefore argued that even though student influence is construed as a fundamental right, the Swedish government needs to appreciate the conflict between the goals of the educational policy: Student influence and the fostering of democrats. This conflict is especially serious since student influence in fact has a negative effect not only on the fostering of democrats but also on the equality of citizenship education.

    Abstract [en]

    This study is concerned with understanding the dynamic behind participatory innovations in China. The case of China provides a contrast to the literature on participatory innovations in democracies. While participatory innovations in democratic countries are seen as a way to deepen and improve democracy, in China these innovations are to some extent developed in order to provide an alternative to electoral democracy. In this article I introduce the concept democracy consultant to describe expert political entrepreneurs involved in the development of participatory innovations. Research on local participatory innovation in China is abundant but the role that experts play in this process has previously not been analysed. Based on in-depth interviews with democracy consultants and local officials, the study finds that democracy consultants frequently act as bridges between central and local levels of government by providing expertise, information, legitimacy, and connections. This is especially true in localities where local leaders want to gain the attention of the central level but lack the required expertise and connections.

    Abstract [en]

    This article joins the debate on the increasingly consultative nature of Chinese politics by adding the role of the Local People's Congress (LPC). In contrast to previous research on LPCs that emphasizes their increasing importance and improved capacity, this article shows that the central Party leadership, in order to uphold its monopoly of the cadre management system, has reduced LPC standing committees' (LPCSC) influence over cadres. The article analyses the consequences of the People's Congress Standing Committee Supervision Law passed in 2006 and the policy of appointing the first Party secretary as LPCSC chairperson. A case study of the changes over a ten-year period (1998–2009) in a county People's Congress (PC) in Zhejiang illustrates how the change in leadership and the implementation of the Supervision Law effectively stopped previously initiated reforms to strengthen the LPC and crippled the LPCSCs' capacity to supervise government cadres. The article concludes that the policies adopted in order to strengthen Party control over LPCSCs have resulted in a decrease of horizontal accountability and confirm the image of an emerging consultative authoritarian political system.

    Abstract [en]

    This study has centered on the proposal for decreasing the entrance rate in order to create more jobs and integrate the increasing asylum seekers in the Swedish society. Based on a discourse analysis on the parliamentary debates “The road to the labor market” and “Integration”, this thesis examines the discourses around ‘justice’. By applying Nancy Frasers theoretical framework of justice, the arguments were analyzed in order to understand if the constructed problems were built on the dimension of recognition or redistribution and to investigate if the solutions were based on an affirmative or transformative strategy.

    The analysis shows that the primary justice discourse in the debate of labor and integration is the distribution dimension. The injustices that are presented in these debates are concerned with maldistribution. Affirmative strategies are mostly suggested for solutions which indicates that the politicians in the Swedish parliament have an urge to solve problems in the present instead of focusing on the future and solving the underlying structure.

    Abstract [en]

    Post-Apartheid South Africa has seen xenophobic sentiments towards migrants increase, culminating in several deadly riots. The words of equality and diversity, nurtured during the fight for independence seem to be far away. Building on Micheal Neocosmos theories on South African Xenophobia as a political discourse, this thesis examines how nationalist discourse creates and sustains negative perceptions of migrants. Using theories on national identity to undertake a critical discourse analysis of South African parliament proceedings, it illustrates how the perception of a civic and democratic nation, naturalizes a dichotomy between migrants and citizens. How the narrative of an equal and free South Africa, relies on the opposite perception of neighboring countries, as chaotic, undemocratic and un-free, resulting in a negative view of migrants. It argues that the opposing discourse of Pan-Africanism provides an opportunity in which a more inclusive identity can be built. Finally this thesis wishes to contribute to further research on national identity construction, by proposing a four-dimensional framework of exclusion that provides a reference point for contrasting national discourses

    Abstract [en]

    This thesis focuses on different types of value conflicts that have been actualized by proposals of legislation on freedom of speech. The thesis analyses three different debates which each relate to a different type of value conflict. An important objective of the study is to discern what fundamental values underlie the concern for upholding freedom of speech in a democratic society. Those fundamental values have been formulated as three type-arguments: the argument from democracy, the argument from truth, and the argument from autonomy respectively.

    The first type of free speech dilemma is represented by the debate around a legal clause on the prohibition of racist hate speech. The second type of free speech dilemma is illustrated by the debate on the concentration of the Swedish media. The third type of dilemma concerns the conflict between the law against the spreading of information regarding the individual on the Internet, and the constitutional right of information.

    The findings of the thesis includes that the argument from democracy has been the most prominently invoked in the debates. However, most often the argument from democracy is used in a rather unprecise manner, and there occurs a quite frequent conflation of the concept of democracy with several other values considered important, e.g. the right not to be discriminated against. The prospects of finding a “unified” free speech theory in which all the type-arguments for free speech can be brought together does not seem good. The arguments for free speech are interdependent and can be ultimately assessed only in the context of a broader theory of the democratic system. Here it is argued that the theory of “deliberative democracy” in comparison with rival conceptions of democracy offers some valuable tools for a better interpretation of the conception of the right to free speech in a democratic system.

    Säkerhets- och försvarspolitik är två betydelsefulla områden för att säkra staters trygghet och fred. Sverige har varit medlem i den Europeiska unionen sedan 1 januari år 1995 och stegvis deltagit i en gemensam säkerhets- och försvarspolitik med de övriga medlemsstaterna. Den här studien är en kvalitativ textanalytisk argumentationsanalys som undersöker hur Sveriges regeringar argumenterat kring EU:s solidaritetsklausul i sju stycken försvarspropositioner mellan åren 1995-2014.  Syftet med studien är att kartlägga huruvida den svenska försvars- och säkerhetspolitiken har yttrat sig gentemot solidaritetsinspirerade säkerhetspolitiska förändringar i EU. För att kunna beskriva eventuella förändringar så används tre olika teoretiska perspektiv som är förknippade med EU-integration. De är tre stycken integrationsteorier och betecknas som supranationalism, intergovernmentalism och europeisering. Studien finner några förändringar i argumentationen som exempelvis förändrat språkbruk kring det svenska försvarets syfte, förändrad inriktning för Försvarsmakten och Sveriges inställning till att bistå med militära resurser till EU.

    Den politiska diskursen om hållbar utveckling porträtteras ofta som konfliktfri, så som Brundtlandsrapportens definition där ekonomi, ekologi och social utveckling antas vara möjliga att förena med varandra. Detta verkar dock inte alltid stämma överens med verkligheten eftersom hållbarhetsvärdena pekar åt olika håll och därmed skapas motsättningar både mellan ekonomisk tillväxt och social rättvisa, ekonomisk tillväxt och miljöbevaring samt mellan miljöbevaring och social rättvisa.  

    Denna studie undersöker hur hållbarhetsdiskursen har förändrat med tiden genom att specifikt fokusera på diskursens inbegripande konflikter och hur dessa har utvecklats. Studien utgår från hypotesen om att konflikterna har blivit ambitiösare under tidens gång vilket förväntas göra konflikterna mellan värdena mer påtagliga. Utifrån valet av den socialdemokratiska regeringens skrivelser mellan 1996 till 2006 gjordes ett urval av tre fall, varav två specifika områden, energipolitiken och transportpolitiken samt de övergripande målen för hållbar utveckling. Resultatet visade på olika svar för alla tre fallen. Inom transportpolitiken har konflikterna varit synliga redan från början, däremot har nyanserna av de olika konflikterna tilltagit med tiden. För energipolitiken har det motsatta förhållandet ägt rum där konflikternas synlighet har varit låga under hela tidsperioden. Inom övergripande mål försvagades konflikterna något. Konflikternas synlighet berodde dels på målformuleringarnas tydlighet där tydligare målformuleringar medgav större möjlighet att upptäcka konflikter mellan målen och hållbarhetsvärdena. En annan orsak var om målformuleringarna sammankopplade hållbarhetsvärdena med varandra eller om de redovisades för sig. Med tiden gick det att finna ett mönster hos samtliga fall där målformuleringarna blev mer ambitiösa genom sin beskrivning av hur hållbarhetsvärdena förenades med varandra. Detta bidrog delvis till att konflikterna blev mindre synliga. Men det kunde också medföra att konflikterna kunde upptäckas lättare eftersom risken blev större att målen blev motsägelsefulla.

    Using a unique data set of learning among all 290 Swedish municipalities, we use social network analysis to analyze how learning networks aggregate nationally. To facilitate this analysis, we describe five ideal-typical patterns of aggregation—core-periphery, small world, top-down regionalism, bottom-up regionalism, and urban hierarchy. Each of these ideal types has important implications for how ideas, information, and innovation will circulate among municipalities. Social network analysis allows us to both isolate these patterns and to appreciate composite patterns. The analysis indicates that Swedish municipalities are a small world network with clear regional and hierarchical elements. County seats serve an important role as network hubs.

    Distributed, networked learning processes are widely touted as a basis for superior performance. Yet we know relatively little about how learning networks operate in the aggregate. We explore this issue by utilizing a unique data set on learning among Swedish municipalities. The data indicate that geographic proximity and county are the basic structuring properties of the global network. Municipalities learn from their near neighbors, especially from neighbors in the same county, and these two principles produce a high degree of local clustering in the municipal learning networks. At the same time, we also find evidence that Swedish municipalities are a small world linked together on a national basis. Two mechanisms knit the Swedish municipalities together. First, county seats serve as hubs that link local clusters together. Second, local clusters aggregate into regional clusters. Despite a high degree of local clustering, hubs and regions provide a structural basis for the national diffusion of policy ideas and practices among Swedish municipalities.

    Heartbeats of the Great Dragon: The Space for Political Expression in the Music Scene of Beijing2016Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [en]

    This essay will explore the space for political expression in the music scene of Beijing; as perceived by local musicians. The study tries to answer the question on what the space is for expressing views in music that contradict the Chinese government. Through the accounts of musicians in Beijing, what the perceived political space is and what aspects of musicians’ reality that affect this perception of space are investigated. It does this through a qualitative case study of the Beijing music scene consisting of interviews with musicians as well as related music professionals, conducted during the 15th of May until the 15th of July in 2015. Through relating to previous research on political censorship in authoritarian regimes, it aims to contribute to the research field as well as to put censorship of music in a theoretical context. The study concludes that there is a perceived “indirect” space in Beijing music for non-conforming political views to be expressed, as well as finding and outlining four main factors that contribute to this perception; namely 1.     Abstract [en]

    The structure and determinants of trust are analyzed using questionnaire data from a sample of Japanese and Swedish university students. A salient characteristic of this analysis is that it considers various dimensions of trust. There are similarities and differences between the two countries in the relative magnitude of trust belonging to those dimensions. Family trust does not reduce various kinds of trust. It can be inferred from the responses of economics students that education and culture are important determinants of trust. Those who rely heavily on signals for trust decisions are less cooperative and less trustworthy. Some interpretations are given.

    Comparing No-Party Participatory Regimes: Why Uganda Succeeded and Others Failed2008Doctoral thesis, monograph (Other academic)
    Abstract [en]

    The objective of this dissertation is to evaluate the performance of the no-party participatory regime (NPPR) model in a few selected countries. Such a regime, it was claimed, would give rise to a real and true democracy, would serve the people better, and would protect them against what many leaders saw as divisive party politics.

    This study investigates the extent to which these no-party participatory regimes were able, through mass institutions of mobilisation and participation, to involve people in public affairs, to capture the popular will, to promote people’s power, and to serve the population in at least a fairly efficient and effective way. More precisely, the study seeks to evaluate how responsive and effective the rule of regimes in Uganda, Pakistan, Libya and Ghana actually was, and to elucidate how the performance of said regimes was linked to a measure of legitimacy and stability. With regard to the main case, that of Uganda, the purpose of the book is to assess—by examining the performance of the Movement Regime Project (i.e., the system of reformed local government based on local councils)—the degree to which the stated goal of responsive and effective rule was achieved. The regimes in the historical cases (Pakistan, Libya, and Ghana) varied in how they performed against this model, but all of them chalked up a history of failed projects. The regimes in question simply became dictatorial; indeed, it is to such an outcome that the model has historically gravitated. Uganda, however, is a unique exception. The Movement project managed fairly well, at least up to 2005, to achieve responsiveness, a degree of effectiveness, legitimacy, and stability. To become fully democratic, however, it needs to take radical steps—above and beyond what it does today—in the furtherance of political freedom.

    This paper examines causal mechanisms of the process leading up to the Russian military intervention in Syria that began in September 2015. It aims to concretize the causal processes of three different hypotheses that are based on commonplace assumptions of Russian foreign policy on Syria. It thoroughly explores three different causal paths, mapping events that may have had implications to the apparent change of heart within the Russian leadership. The paper analyses the relevance of these processes through a rational choice theory framework.

    Abstract [en]

    The dissertation focuses on the growing problem of allocating scarce health care resources inmodem societies. There are several factors which have contributed to the aggravation of thisproblem. The most important is the success. of medical science and technology combined withthe increased longevity of the population, Two issues are raised by these concomitant developments: How should scarce health care resources be allocated? Who should have the authority to do so? These question arc analysed in terms of the core philosophical concepts of justice and democracy.

    Should we be held responsible for our life styles, and is age a justifiable criterion in theselective allocation of health care? These are seen as the two most important aspects when theissue of justice is addressed, particularly in view of the fact that the official Swedish standpoint is that these are not legitimate criteria in this context, whereas both ordinary citizens,politicians and health care personnel on the whole tend to think that they are. At the same time age and personal responsibility are two of the most problematic issues within the current politico-philosophical debate on justice.

    Three fundamental theories of justice are discussed: utilitarianism, Rawlsian rights theories and perfectionism (the latter also including communitarianism). It is shown in the study that the criteria of both age and of personal responsibility can be justified `irrespective of the theory chosen. What are the consequences of this?

    Even though there is no indisputable answer to the question of justice, the possibility ofreasoned argumentation remains. What is needed within this context are institutions supporting the intersubjectivity of both medical and normative discourses of knowledge. Finally, it isargued that only medical doctors can decide on the allocation of scarce health care resources.This responsibility cannot be evaded by introducing randomness to the decision-making process or otherwise rejecting the possibility of reasoned argumentation.

    It is commonly assumed that European integration empowers prime ministers at the expense of cabinet ministers and parliamentary actors. This article follows the suggestion that an increase in cabinet reshuffles indicates power shifts in favour of the PM, and studies reshuffles in two countries that have been involved very differently in the process of European integration, Germany and Sweden. It hypothesises that if European integration empowers the PM, the PM will employ cabinet reshuffles more often. By implication, as integration increases, (1) ministerial reshuffles should become more frequent, and (2) political insiders and ministers holding important portfolios should be more likely to be dismissed. The results found in an event history analysis show that EU integration leads to an increase of turnover when looking at Swedish post-war cabinets, whereas no such effect is found for German cabinets. These results are in line with the idea that a differential impact of Europe on intra-executive relations should be expected.

    In this article, we address recent claims that executive legislative relations in parliamentary democracies are undergoing important changes owing to either a 'presidentialization' or a 'Europeanization' of domestic political systems. Therefore, we test empirically whether parliamentary democracies are indeed experiencing changes in executive-legislative relations and whether these developments can, in part, be explained by an increase in European integration. Using data on ministerial selection in Swedish cabinets during the years 1952-2006, we find that there appears to be a slight tendency towards 'presidentialization', which is indicated by a decrease in ministers with a parliamentary background being appointed, and that there exists some support for the notion that Sweden's political and economic integration into the European Union is part of the explanation for this change.

    When important public issues are debated, many options for government action should be subjected to serious reflection. Constrained discussions over policy options may hamper democratic legitimacy and accountability, and produce decisions that ignore relevant reasons and facts. Hence, constrained deliberation has important consequences for knowledge construction and utilization. We advance theory on ‘epistemic policy learning’ by showing mechanisms that promote expert consensus in external arenas, and that these can hamper deliberation on public policy. Government-appointed experts, in combination with mass media, can ‘freeze’ deliberation by presenting one unified front. Comparison of national print media coverage in Sweden and Denmark during the 2009 H1N1 influenza pandemic offers support. The similar polities enacted different policies: Sweden sought to vaccinate its full population while neighbouring Denmark targeted small groups. Yet experts dominated both public discourses and echoed each other’s support of national policy. In turn, public policy debates were scant in both contexts.

    Syftet med denna studie har varit att belysa hur elever med utländsk bakgrund upplever sina kunskaper inom det svenska språket och i så fall på vilket sätt de anser att dessa kunskaper påverkar deras möjligheter till inlärning. För att uppfylla syftet med undersökningen har jag valt att utgå från följande frågeställning:

     

    • Upplever elever med utländsk bakgrund att deras kunskaper i svenska språket påverkar deras möjligheter till inlärning? På vilket sätt i så fall?

    För att uppfylla uppsatsens syfte och söka svar på frågeställningen har studien utgått ifrån kvalitativa intervjuer med 10 elever på en gymnasieskola i Uppsala. Intervjuerna fokuserar således på elevernas egna upplevelser av sina kunskaper i svenska språket och sin förmåga till inlärning. Utifrån dessa elevers utsagor bygger jag min studie om deras kunskaper i svenska språket och inlärning. Intervjuerna är grunden för denna uppsats, men jag behandlar även tidigare forskning och teorier. Forskningen rör svenska som andraspråk, teorier om förstaspråk- och andraspråksinlärning, socio-kulturella teorier samt teorier om lärande m.m.

    Resultatet av intervjuerna i kombination med tidigare forskning och teorier tyder på att även om flerspråkighet i sig inte innebär ett hinder för lärande och utveckling möter den som kommer till ett nytt land stora språkliga utmaningar, inte minst inom skolan. Förmågan att lära sig ett nytt språk är ofta god hos barn som kommer till ett nytt land i 9-10 årsåldern, men denna kunskap blir ofta ytlig särskilt om barnen bor i ett mångkulturellt område. Empirin visar att elevers kunskaper i svenska språket påverkar deras utveckling och lärande på ett negativ sätt. Detta sker framförallt för att elever med utländsk bakgrund har svårt att förstå teoretiska begrepp. Något annat som påvisats utifrån undersökningen är att eleverna också uppfattar textskrivande och läsförståelse som svårt. Utöver detta resulterande empirin i att många av eleverna kände sig också övergivna av sina lärare och menade att de inte fick den hjälp och det stöd de behövde. Som hinder för lärande och utveckling tog eleverna också upp bristande motivation och koncentrationsförmåga.
