    Abstract [en]

    This article examines labour migration policy formation of Finnish and Swedish mainstream parties concerning rules governing non-EU citizen entry, and the debate over transitional arrangements related to the 2004 EU enlargement. In both cases, Sweden stands out as the liberal case. In 2008, Sweden left its previous strict non-EU labour migration policies and implemented Europe's most relaxed regime. Moreover, the country was one of only three EU members not applying any 2004 transitional arrangements. The Finnish experience is markedly different. Strict non-EU citizen immigration policies remain and transitional enlargement arrangements were implemented. Despite this policy variation, the migration policy dividing line among mainstream parties is remarkably similar. Finnish and Swedish Centre-Left parties tend to oppose less restrictive policies, while Centre-Right parties and Greens advocate less restrictive measures. To explore the sources of policy differences, we underline the need to account for ideology in relation to strategy, institutions and national context.

    Abstract [en]

    In this thesis, I examine drug prevention programs aimed at Swedish children in the 1970s, 1980s, and, 1990s. I view these programs as examples of methods for informing children about difficult problems and as methods for steering their behavior. These drug prevention programs show how the perception of what was effective communication with and effective steering of children changed during the end of the 1900s. The aims of these programs were always both to inform about drugs and to steer children’s behavior from drug use. But I show that these parts were not always of equal importance. During the 1970s it was considered important that the children’s behavior was an effect of their own decisions. Therefore, information and discussion was central in the drug prevention programs from that time. The children of the 1970s had to understand that drug users where victims and that drugs were dangerous. During the 1980s the information about drugs was complimented with discussions about morality and the solidarity of sobriety. It was considered important that the children of the 1980s knew that drugs where not only dangerous but that the drug users where morally wrong. During the 1990s the importance of information decreased further. The most important part of the drug prevention during the 1990s was the results. It was considered dangerous to give children to much information since that could awaken curiosity. As the century drew to a close it was considered more important that the children behaved correctly than that they where informed.

    Begreppet stress verkar under 1960- och 1970-talets Sverige ha gått igenom en stor förändring. Begreppet, vilket tidigare hade beskrivit fundamentala biologiska reaktioner i nästintill varenda levande varelse, hade istället kommit att handa specifikt om arbetsförhållanden och sjukdomar. Denna uppsats undersöker den svenska stressforskningen vid Karolinska institutet under 1960- och 1970-talet för att finna hur detta begreppsskifte kom till. Stressforskningslaboratoriets publikationer tyder på ett försök att informera det svenska samhället om stress och hur man borde se på och behandla den. Ett fokus på vård inom arbetsmiljöer uppkom med störst sannolikhet på grund av chefen vid stressforskningslaboratoriet Lennart Levis intresse att förbättra arbetsförhållanden samt den sponsring som laboratoriet fick av grupper med samma ambitioner. Vid 1980 hade laboratoriet fullkomligt börjat fokusera på stress i olika samhällsmiljöer, och stressbegreppets förändring från biologiskt till socialbaserat blev ett faktum.

    Den här undersökningen visar vilka föreställningar om reklamens roll i samhället som förespråkades av personer inom den svenska reklambranschen efter andra världskriget och hur reklambranschen gick tillväga för att etablera dessa föreställningar i samhället. I likhet med historiken Stefan Schwarzkopf analyseras reklambranschens legitimeringssträvanden utifrån sociala, kulturella, politiska och ekonomiska perspektiv. Genom att främst ha undersökt branschens egen nyhetstidning Reklamnyheterna, skapad av och för reklamarbetare, lyfter studien några av de historiskt specifika problem som reklambranschen ställdes inför och hur den aktivt arbetade för att återskapa sin verksamhet efter andra världskriget. Tidigare reklamhistorisk forskning i Sverige har i huvudsak koncentrerat sig på reklambranschens utveckling innan kriget. Den här uppsatsen visar att den svenska reklambranschen ville framhäva sig själva som en betydelsefull faktor i den svenska samhällsutvecklingen och att den försöker återskapa den verksamhet som branschen hade etablerat innan andra världskriget. Bland annat genom att framhålla sin roll som samhällsnyttig aktör, folkuppfostrare och som en stark ekonomisk aktör.

    Abstract [en]

    This essay researches how newspapers created fictional reader identities through their content. Three newspapers have been studied from the week first to eight of February 1890, Nya Dagligt Allehanda, Dagens Nyheter and Stockholms Nyheter. The question that the essay is attempting to answer is which fictional readers were created. This is done through both a content analysis and a deeper language analysis of the newspapers. The text is seen as an active agent, creating the identity of the reader that they imagine when they write, an ideal reader. The content analysis compares the three newspapers with each other and studies the type of news that were reported. The differences between which occurrences and what kind of news are being reported shows the differences between the fictional readers that were created. The deep analysis studies one article from each newspaper more closely to see which words were used and how the newspapers used language to create a fictional reader. Criticism were often used to shows which group and opinions the fictional reader were identified with and which were the opponents. The fictional readers were quite political since a lot of the content was about politics or held political views. The newspapers transferred their political views to the fictional reader through the content. NDAs fictional reader was politically right-wing, interested in the other European countries and against socialism. DNs fictional reader was liberal and interested in political debates, the tariff issue and the rights for freedom of speech. Their opponent was the conservative and protectionist. SNs fictional reader had political opinions, but little interest in how the government worked and more in the doings of ordinary people. The fictional reader often criticized the authority and voiced it's opinion strongly.

    By the turn of the twenty-first century disability came to be seen increasingly as a

    human rights issue by both policy makers and people with disabilities themselves.

    Human rights replaced previous models for understanding disability, which were

    often rooted in the fields of medicine or social welfare. This thesis looks at why

    human rights has become the predominant framework for addressing disability at

    international organisations, in particular the United Nations (UN) and the European

    Union (EU). It firstly considers how understandings of disability and the treatment

    of people with disability have evolved over time. The focus then turns to the growing

    emphasis on human rights in the late twentieth century, before analysing how this

    approach has been translated in a modern policy environment.

    This thesis examines how employability and the employable as a discursive subject was constructed through a Swedish labor market policy measure called “datortek”. The datortek was a form of combined computer lab and activity center that was set up in collaboration between local governance and the National market labour board. People who were registered as unemployed could be sent to the local datortek to learn how to use a computer. In this way, they would be made employable in the new, knowledge based society and Sweden would be well on its way to become a leading nation in the field of IT-technology and expertise. At least, that was the idea.

    In the 1990’s there was a shift in Swedish, as well as european, labour policy discourse. The politically defined problem of “unemployment” changed towards being an issue of the individual’s ability to make oneself “employable”. On a large extent, employability depends on certain individual properties, such as “flexibility”, “entrepreneurship” and being “active”. Earlier research have mainly focused on employability as a policy concept. In this view, employability is seen as something that is enforced through public policy onto the workers.

    This study is taking a somewhat different approach. Here, employability will be seen as a concept that takes form in a process of negotiation and articulation. A process that takes place in the interpersonal meeting, in the intercept between man and machine, in formal documents as well as through the design of the datortek itself. Thus, the datortek can serve as a study object that allow us to investigate how employability was articulated. It is this articulation, the process of becoming-employable through the datortek, which is at the heart of this study.

    The thesis shows that the datortek functioned as a simulated work place where the participants were made to stage and perform “teamwork” and learn “social competence”. The computer was given the role of an instrument for bringing out certain feelings amongst the participants. This emotive discipline can be understood as a way to achieve “emotional competence”. The thesis also shows a different way on how a concept such as employability can be studied. By looking into the very practical aspects of the datortek, the abstract idea of employability is made comprehensible. This gives us, not only deepened knowledge of the notion of modern labor, but also a better understanding of how ideology is (re)produced.

    Utanförskapet makt är en undersökning av hur begreppet utanförskap används inom statens offentliga utredningar, och skrivelser från regeringen, och vilka politiska möjligheter som skapas i och med hur begreppet används. Analysen visade att begreppen utanförskap i texterna används på många, sinsemellan skiftande sätt. Begreppsanvändningen karaktäriserades ofta av en vaghet, och att svårmätbara värden som ”egenmakt”, ”initiativförmåga” och ”självständighet” användes i talet om utanförskap. En polemik mellan aktivitet och passivitet kunde identifieras i talet om utanförskap, som i sin tur kunde kopplas till vad som i uppsatsen identifierades som en offer-subjektdikotomi. I och med synliggörandet av denna dikotomi blev det även tydligt att man med formuleringar som att personer ”ser sig som ’offer’ ”, och om ”inlärd hjälplöshet” syftade till att frambringa bilden av en offerroll, en utanförskapet mentalitet, och att detta var det som utgjorde grunden till problemet utanförskap.

    Genom att i undersökningen identifiera denna ofta implicita problemformulering, kunde även lösningen på problemet utanförskap urskiljas; empowerment. Med begreppet utanförskap kunde politiska handlingar motiveras, där det konkreta exempel som lyfts fram i uppsatsen är införandet av så kallade ”jobbcoacher”. Jobbcoacher, som erbjuder empowerment, kunde, av den politiska diskurs som begreppet utanförskap fungerar i, motiveras och -med skattemedel, finansieras.

    Frågor som kan vara intressanta för framtiden är vilka andra typer av politiska handlingar som kan motiveras med en problembeskrivning som utgår från att det problematiska är människors mentalitet. Även hur utanförskap som begrepp fungerar som ett redskap för fastställande av vad som är en fungerande medborgare, och vilka gränser för medborgarskapet vi kan se idag, var en fråga som väcktes under arbetet.

    Nietzsche and the Philosophy of Pessimism: Schopenhauer, Hartmann, Leopardi2007Doctoral thesis, monograph (Other academic)

    This dissertation is a study of the predominantly German pessimistic tradition in the philosophy of the late nineteenth century, and of Nietzsche’s complex relation to that tradition. The aim of the dissertation is firstly to analyse how pessimism came to be established as a philosophical concept by Schopenhauer and a later generation of pessimistic thinkers, and secondly to investigate how Nietzsche understood pessimism.

    In the first part of the dissertation, I argue that although the term pessimism was coined in 1759, and although it was used in a philosophical context by Schopenhauer in the 1840’s, it was not until Eugen Dühring and Eduard von Hartmann defined it in terms of the value of life in the late 1860’s that a clear conceptual content was attributed to pessimism. After Dühring and Hartmann, philosophical pessimism was generally understood as the notion that the value of life is negative, which means that non-existence is necessarily preferable to existence. This notion of pessimism was shared, I demonstrate, by their contemporaries, regardless of whether they considered pessimism a metaphysical truth or a mental illness.

    In the second part of the dissertation I argue that pessimism became a problem for Nietzsche when he read Hartmann’s Philosophie des Unbewussten in 1869. He was, however, no pessimist: I argue that he in Die Geburt der Tragödie and the Unzeitgemäße Betrachtungen sought to develop a philosophy of art that can help us overcome the pessimistic truth that non-existence is preferable to existence.

    In the third part of the dissertation I demonstrate that a number of important themes in Nietzsche’s later phase are rooted in his early reception of philosophical pessimism. I argue that his discussions of nihilism, of the poetry and character of Giacomo Leopardi, of Hamlet, and of the eternal recurrence are best understood in relation to pessimism.
