Foodwork among people with intellectual disabilities and dietary implications depending on staff involvement2012In: Scandinavian Journal of Disability Research, ISSN 1501-7419, E-ISSN 1745-3011, Scandinavian Journal of Disability Research, ISSN ISSN 1501-7419, EISSN 1745-3011, Vol. 14, no 1, 40-55 p.Article in journal (Refereed)
    Abstract [en]

The food provision for people with intellectual disability (ID) in Sweden is organized within their own households. The aim of this study was to describe how foodwork – planning for meals, shopping for food and cooking – is performed in different social contexts in community settings involving people with ID, staff or both. Dietary intake in the main meals in relation to foodwork practice was also studied. Four different foodwork practices could be distinguished. For some participants only one kind of foodwork practice was found, but for most of them two or more different practices. There was a tendency that food items and dishes chosen and used differed depending on what foodwork practice was performed, which, in turn, affected the nutrient intake. More attention needs to be directed to these everyday matters as a means to increase the quality of support in food for people with ID.

Observed dietary intake in adults with intellectual disability living in the community2008In: Food & Nutrition Research, ISSN 1654-6628, Vol. 52Article in journal (Refereed)
    Abstract [en]

Background: Knowledge is lacking about dietary habits among people with intellectual disability (ID) living in community residences under new living conditions.

Objective: To describe the dietary habits of individuals with ID living in community residences, focusing on intake of food, energy and nutrients as well as meal patterns.

Design: Assisted food records and physical activity records over a 3-day observation period for 32 subjects.

Results: Great variation was observed in daily energy intake (4.9-14 MJ) dispersed across several meals, with on average 26% of the energy coming from in-between-meal consumption. Main energy sources were milk products, bread, meat products, buns and cakes. The daily intake of fruit and vegetables (320_221 g) as well as dietary fiber (21_99.6 g) was generally low. For four vitamins and two minerals, 19-34% of subjects showed an intake below average requirement (AR). The physical activity level (PAL) was low for all individuals (1.4_0.1).

Conclusion: A regular meal pattern with a relatively high proportion of energy from in-between-meal eating occasions and a low intake of especially fruits were typical of this group of people with ID. However, the total intake of energy and other food items varied a great deal between individuals. Thus, every adult with ID has to be treated as an individual with specific needs. A need for more knowledge about food in general and particularly how fruit and vegetables could be included in cooking as well as encouraged to be eaten as inbetween-meals seems imperative in the new living conditions for adults with ID.

Med medierna som vapen: De strategiska narrativens nya roll i modern krigföring2016Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [en]

Information is power in the 21st century and strategic narratives through framing are nowadays regarded as part of the modern armoury of war. States constantly compete to create credible narratives in support of their actions on the international policy arena. After the Crimean crisis in 2014 the world was forced to open its eyes to medias new usage in modern warfare. State funded news agencies play an important role in this recent development and one of the most prominent actors is Russia. This thesis seeks to contribute to the discussion of strategic narratives and framing in the news media through a case study of the Russian news site Sputnik News. The thesis focuses on the news agency’s depiction of five empirical events in which the Swedish and Russian armed forces were involved during 2014 and 2015. A qualitative analysis of 25 news articles discussing the five events has detected proof of pro-Russian framing processes. The aim of Sputnik News seems to be a transformation of the general Swedish frame regarding Russia itself and perhaps more specifically Russia’s recent change in foreign policy.

Symposium 'The politics of international recognition'2013In: International Theory, ISSN 1752-9719, Vol. 5, no 1, 94-107 p.Article in journal (Refereed)
    Abstract [en]

Recognition plays a multifaceted role in international theory. In rarely communicating literatures, the term is invoked to explain creation of new states and international structures; policy choices by state and non-state actors; and normative justifiability, or lack thereof, of foreign and international politics. The purpose of this symposium is to open new possibilities for imagining and studying recognition in international politics by drawing together different strands of research in this area. More specifically, the forum brings new attention to controversies on the creation of states, which has traditionally been a preserve for discussion in International Law, by invoking social theories of recognition that have developed as part of International Relations more recently. It is suggested that broadening imagination across legal and social approaches to recognition provides the resources needed for theories with this object to be of maximal relevance to political practice.

Dimensioner av de facto statslöshet2017Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [sv]

Att kontrollera staten: Den statliga revisionens roll i den parlamentariska demokratin : [the role of the state audit in a parliamentary democracy]1999Doctoral thesis, monograph (Other academic)
    Abstract [en]

The theoretical point of departure in this dissertation is that even though a main thread in classical and modem democratic theory deals with the idea of accountable government, this discussion suffers from two inadequacies. Firstly, in addition to the requisites of accessible knowledge about who is responsible, and the presence of institutional mechanisms for holding someone accountable (e.g. elections), the need for independent information about how government actions are carried out has not been systematically addressed by democratic theorists. Secondly, in the discussion about accountability the relation between citizens and elected officials is one-sidedly put into focus, while the implications for public administration are neglected.

In this perspective the work of the political institutions assigned to monitor government - e.g. the state performance audit - becomes essential in securing a crucial link in search of public accountability. The credibility of the their assignment depends, however, on their ability of conducting independent audits. The empirical investigation focuses on whether the Parliamentary Auditors and the National Audit Office (NAO) in Sweden carry out their performance audits without undue involvement from the political sphere and the audited entity. Four performance audits are closely scrutinized by means of interviews and the study of official and unofficial documents and records. According to the analytical model independence implies that the auditing institution should not be obliged to carry out, modify or refrain from carrying out, an audit or suppress or modify audit findings, conclusions and recommendations.

Contrary to common belief, the results reveal that the politically appointed Parliamentary Auditors are carrying out their audits independently, while the NAO is operating with a far-reaching and integrity damaging sensitivity towards the Ministries, and, in one of the cases, the audited entity. The flip-side of the Parliamentary Auditors' independence is, however, the systematic lack of interest shown by Parliament in taking in the results of the audit reports.

Section 2: Constitutional Design: Introduction2015In: The Oxford Handbook of Swedish Politics / [ed] Jon Pierre, Oxford: Oxford University Press, 2015Chapter in book (Refereed)
    Abstract [en]

Considering the number of fundamental laws as well as, for example, the length of the Instrument of Government (Regeringsformen) (194 articles), the impression might be that constitutional principles are of great importance in Swedish political life. However, references to such principles are very uncommon in legal rulings or in the public debate. The Swedish political culture is best described as pragmatic and consensual, where the government’s ability to take action—for example, securing various welfare state policies—has been given deliberate precedence over constitutional ideas that focus on limiting government under higher law. The fact that a section on constitutional design in a handbook on Swedish politics is preceded by a section on the politics of the welfare state is a perfect reflection of this reality.

From a constitutional design perspective, Sweden is an interesting case. During the previous IG of 1809, which was based on the principle of separation of powers, comprehensive changes in the practice of government were made without any corresponding amendments of the IG itself. The most noteworthy of these changes were the introduction of universal suffrage for men and women, parliamentarism, and the abolition of the Parliament of the Four Estates, which was replaced by a bicameral system. All these fundamental changes were made in slightly more than 100 years, without any corresponding amendments or changes to the 1809 IG (which was the second oldest constitution in the world). This certainly raises questions on the elasticity of the constitution, that is, the significance of constitutional rules for political practice in the Swedish setting. The foregoing changes were in effect by 1921, but the IG was not completely rewritten to reflect the true form of government until 1974—a fact that has led constitutional experts to talk about the period of 1921–1974 as “the constitution-less half-century” (Sterzel 2009: 18f). Despite this radical and needed revision of the IG in the 1970s, the contributions in this section will reveal that a weak constitutional culture still prevails in Sweden. For example, when Sweden joined the European Union in 1995, the constitutional adjustments were kept as small and as technical as possible.

Kunskap och politik - mellan nonchalans och teknokrati2011In: Svensk Juristtidning, ISSN 0039-6591, no 8, 764-771 p.Article in journal (Other academic)
    Abstract [sv]

Paying Our High Public Officials: Evaluating the Political Justifications of Top Wages in the Public Sector By TEUN J. DEKKER2014In: Public Integrity, ISSN 1099-9922, Vol. 16, no 2, 207-209 p.Article, book review (Refereed)
    Abstract [en]

In most liberal democratic societies there is a recurring public debate about top wages in the public sector. The remuneration of top officials such as legislators, ministers, senior civil servants and senior judges is, indeed, a topic that can be discussed with great passion in the public debate. The reason that this issue attracts public attention is not only the fact that these groups are paid by public funds, but also that the salaries of high public officials are under political control. The latter definitely addresses ethical issues, such as: What can be considered a fair salary? Is there – or what would be – a tenable argument for a specific salary level for these top officials? In the research literature it has been concluded that the amount of rewards offered to high public officials, the manner in which the benefits are awarded, and the differences in rewards among officials within the same political system tell a great deal about how governments function. Hence, the remuneration of top officials can be seen as an important element of public governance (Brans and Peters, 2012). That said, very few academic commentators have in a systematic and comprehensive manner analyzed the validity and consistency of the arguments of this rather disorganized debate. However, in a recently published book titled Paying Our High Public Officials by Teun J. Dekker, the author sets out to fill this research gap. The purpose of the book is to illuminate the debate concerning the proper remuneration of high public officials by applying philosophical methods to political discourse.

Att kontrollera förvaltningen: framväxten av ganskningssamhället2014In: Politik som organisation: Förvaltningspolitikens grundproblem / [ed] Bo Rothstein, Lund: Studentlitteratur, 2014, 5, 159-183 p.Chapter in book (Other academic)
    Abstract [sv]

    Abstract [sv]

    Abstract [sv]

    Abstract [sv]

    Abstract [en]

Constitutional Reform and the Reorganization of the National Audit Office

The Committee on Constitutional Reform was appointed by the government to conduct a review of the Swedish Constitution. This article focuses on the Constitution’s chapter on Parliamentary Control, i.e. instruments for monitoring government activities. The Committee’s discussion of this topic was limited and produced no real suggestions for reform. However, the parliament initiated a parallel reform aimed at the reorganization of the Swedish National Audit Office. The issue was investigated and decided upon, and the consequences of the reform were subsequently evaluated. The article points out that this way of organizing constitutional change is a typical of Swedish constitutional policy. Moreover, the changes have had greater constitutional implications for Parliamentary Control than has the work of the Committee on Constitutional Reform.

    Abstract [sv]

Professionalism and organizational performance in the wake of new managerialism2015In: European Political Science Review, ISSN 1755-7739, E-ISSN 1755-7747, Vol. 7, no 4, 499-523 p.Article in journal (Refereed)
    Abstract [en]

With New Public Management came the idea that public organizations should be led by professional managers, rather than by professionals. This has been referred to as new managerialism. This article explores how new managerialism may affect professional autonomy in a public organization that enjoys a high – and constitutionally protected – degree of organizational autonomy. A framework distinguishing between organizational and occupational professionalism is adopted, in a 10-year case study of the Swedish National Audit Office (SNAO). The study shows how the autonomy of professionals at the SNAO was highly restricted, while management control systems were continuously expanded. At the same time, SNAO performance has been reduced. For example, the SNAO has been criticized for its high overhead costs. The study presented in this article, shows the complex interplay between professionalism, new managerialism, and organizational performance. Based on the findings from this study, the article maintains that it is equally important to consider how autonomy is distributed within agencies, as it is to consider how autonomy is distributed between the political sphere and the administration, when trying to explain organizational performance.

Forskning om den statliga revisionen i Sverige2017In: Den statliga revisionen i Norden: Forskning, praktik och politik / [ed] Louise Bringselius, Lund: Studentlitteratur AB, 2017, 1, 61-68 p.Chapter in book (Other academic)
