Two sides of deprofessionalization: governance changes, municipalization reforms & the impact on teachers and social workers in Sweden2012Conference paper (Refereed)
    Abstract [en]

In the late 1980s and early 1990s several public management and governance reforms challenged the discretion of public sector professions such as teachers and social workers in Sweden. The reforms meant occupational decentralization for both welfare state professions, but resulted in differing outcomes. Municipalization of the teaching profession (Kommunaliseringen av lärarkåren) in 1991 was implemented despite professional opposition and led to increased professional steering, whereas the Municipalization of social care, such as the mental health reform (Psykiatrireformen) in 1995 was characterized by low levels of state steering of professional roles. The following article discusses why seemingly similar reforms used different governance strategies for the two welfare professions: teachers and social workers. It also analyzes why both professions appear to have been deprofessionalized as a consequence of decentralization reforms, despite the divergent professional governance strategies and not least because the decentralization usually reduces the state’s opportunities for directly steering professional work.

En skola för alla?: Den svenska grundskolans utveckling på kommunal nivå med fokus på geografisk rättvisa2018In: Norsk pedagogisk tidsskrift, ISSN 0029-2052, E-ISSN 1504-2987, Vol. 1, no 102, p. 4-15Article in journal (Refereed)
    Abstract [sv]

    Abstract [en]

The European Union would like to improve its efforts to promote entrepreneurship within the Union. More new companies and more entrepreneurs are needed to increase the Union's competitiveness. In order to achieve this goal, the education sectors of the member countries must be reformulated to include entrepreneurship in their education programmes. In the autumn of 2011, Sweden's comprehensive schools received a new curriculum, in which entrepreneurship is one of the key elements. This article discusses the connection between the European Union's goal to increase entrepreneurship and the creation of Sweden's education policy. It also deals with the impact of the change on the previous focus of Sweden's education policy - namely, 'a school for all'.

PISA lends legitimacy: A study of education policy changes in Germany and Sweden after 20002016In: European Educational Research Journal (online), ISSN 1474-9041, E-ISSN 1474-9041, Vol. 15, no 4, p. 447-461Article in journal (Refereed)
    Abstract [en]

School issues have become increasingly important in public elections and political debates, leading to increased focus on the results students achieve in international large-scale assessments and in the rankings of the involved countries. One of the most important studies of scholastic performance is the Programme for International Student Assessment (PISA), which has gained a good deal of attention since the first study was published in 2000. This article analyses to what extent examples from international assessments and other countries' results have been used as arguments for school policy change in Germany and Sweden. The conclusion is that both countries, after undergoing a "PISA shock", found justification for changes in their education policy by referring to other countries. Their views of how to solve the problem (i.e., the drop in results) were also similar: increased management and control of parts of the education system, albeit by different means.

Who governs the Swedish school?: Local school policy research from a historical and transnational curriculum theory perspective.2015In: Nordic Journal of Studies in Educational Policy, ISSN 2002-0317, Vol. 1, no 1, p. 81-94Article in journal (Refereed)
    Abstract [en]

In this article, we present a comparative research project on municipal school policy in Sweden 1950-2010 which in our view contributes to the research fields of education policy and curriculum theory. Our project which started in 2014 links to a line of international research on education policy concerned with the tensions between decentralisation and globalisation and comparative research investigating transnational transfers of education policy ideas. In this article, we provide some preliminary findings which display municipal school policy dealing with national and transnational school initiatives and affecting local school actions. Most of the findings in this article concern the time period 1950-1975, during which the present two Swedish school forms, Grundskolan (a 9-year comprehensive school) and Gymnasieskolan (upper secondary school), were introduced and established. We compare local policy, through six interrelated indicators, in two municipalities with different structures and origins. On the basis of our findings, we conclude that municipal school policy research in a comparative and historical perspective is an important field of research as it reveals the complexity of school governance. Historical studies of municipal school policy and practice are crucial for exploring different dimensions of curriculum theory, including the transnational dimension.
