Abstract [sv]

Projektet ”Vindkraft och oförutsedd påverkan på arter och deras livsmiljöer” (VIPA) är en fortsättning av PROSPEC som följer upp vindkraftetableringar med inriktning på artskydd. Utgångspunkten för forskningen är att tillstånd för vindkraft ges under förutsättningen att bevarandestatusen inte försämras regionalt/lokalt för arter och livsmiljöer (oftast fåglar och fladdermöss). Tillstånden kan ändras efter viss tid eller i förtid om otillåten skada uppstår. För att kontrollera påverkan på arter utfärdas villkor om utredningar eller kontrollprogram. Genom att studera samtliga tillståndsbeslut under en tvåårsperiod vill forskarna analysera hur uppföljningen utformas i villkor och kontrollprogram. En fördjupad studie görs av ett urval av vindkraftsetableringar för att undersöka hur utredning enligt villkoren har genomförts, vilka resultat som har framkommit och hur den informationen hanterats av tillsynsmyndigheterna. Analyser kommer även att omfatta information om påverkan på arter som tillsynsmyndigheten fått genom tillsynen eller genom anmälningar från allmänheten.

Abstract [en]

This research project deals with wind farms and their impact on species. When permits are issued for these installations, it is under the prerequisite that there will be no significant effect on the conservation status on protected species (birds, bats, lichens etc.). In order to avoid unforeseen damage, conditions for investigations and monitoring are issued in the permits. The aim of our project is to, first, analyse how these follow-up requirements are regulated in a formal sense in the permits during a two year period. Thereafter, we will study how the investigation and control is performed in a number of permits for installations in operation. Here, also information on impacts on species from the public concerned will be taken into account. Finally, we will analyse how enforcement authorities deal with situations where such damage has occurred, whereafter recommendations will be proposed.
