Abstract [sv]
I Sverige lever 16% av barnfamiljerna på mindre än 60% av medianlönen, som är EUs definition på barnfattigdom. Detta är en fördubbling sedan år 2000. Ekonomisk utsatthet har negativa konsekvenser för barns utveckling och välmående vilket gör att barnfamiljers ekonomiska situation är ett område i behov av insatser ur folkhälsosynpunkt.I Sverige finns inom det familjepolitiska området olika transfereringar: försäkringar samt generella och behovsprövade bidrag. Vidare har socialtjänsten möjlighet att bevilja försörjningsstöd. Det krävs viss finansiell förmåga (eng. financial literacy)¬†för att kunna ta del av det ekonomiska stöd man har rätt till samt fatta fördelaktiga¬†ekonomiska beslut. Människor med låg utbildning, kognitiva funktionshinder eller bristande språkkunskap, som brister i sin finansiella förmåga, har större risk att hamna i¬†ekonomisk utsatthet.Pilotstudiens syfte är att¬†anpassa och¬†testa modellen¬†Healthier Wealthier Families¬†(HWF) i Sverige. HWF har prövats och implementerats framgångsrikt i Skottland; i¬†Australien och Sverige pilottestas nu modellen¬†genom den¬†universella barnhälsovården.Grundidén är att identifiera barnfamiljer i ekonomisk utsatthet genom BVC och aktivt sätta dem i kontakt med den kostnadsfria budget- och skuldrådgivning som alla kommuner enligt lag har skyldighet att tillhandahålla.Pilotstudien har¬†två delar. I del I¬†anpassas modellen till svenska förhållanden med hjälp av brukarmedverkan. I ddel II testas modellen i Sandviken, en kommun med hög nivå av barnfattigdom och social utsatthet. Totalt 20 familjer som genomgår budget- och skuldrådgivning efter att ha identifierats på BVC kommer att inkluderas i processutvärderingen, som kommer att omfatta analys av kontext, rekrytering, dos, räckvidd och tillfredsställelse genom kvalitativa och kvantitativa metoder.Om modellen visar sig vara effektiv i Sverige för att minska antalet barn som lever i fattigdom i framtida kontrollerade studier finns det stor potential för uppskalning.

In Sweden, 16% of families with children live on There are various transfers available to families: insurances as well as general and needs-based benefits. Furthermore, the social services can grant social welfare. Basic financial literacy is required to access financial support available to families and to make wise choices regarding personal finances. People with low education, cognitive disabilities or lack of language skills have lower financial literacy and are therefore at higher risk of experiencing economic hardship.The purpose of the pilot study is to adapt and test the Healthier Wealthier Families (HWF) model in Sweden. HWF has been successfully tested and implemented in Scotland; in Australia and Sweden, the model is now pilot tested utilising the universal child health services.The idea is to identify families with children experiencing economic hardship through the child health services and actively link them in with the free budget- and debt counseling services that all municipalities are legally obliged to provide.The pilot study consists of two parts. Firstly, the model will be adapted to Swedish conditions through user involvement. Second, the model will be tested in Sandviken, a municipality with a high level of child poverty and social vulnerability. A total of 20 families who undergo budget- and debt counseling after being identified by the child health services will be included in the process evaluation, which will include analysis of context, recruitment, dose, reach, and satisfaction through both qualitative and quantitative methods.If the model is feasible and tested for effectivess to reduce the number of children living in poverty via a future RCT, there is great potential for scale-up.
