Peacemakers at Risk: Understanding Violence Against Third Party Interveners

Violence against third parties such as peacekeepers and aid workers present in conflict zones can have dire consequences. Conflicts can escalate if peacekeepers abandon their mission, and humanitarian disasters that can follow as aid workers evacuate can have severe consequences for civilians. Sadly, violence aimed at third parties is not rare in the modern era of conflict, as witnessed by events in Somalia in the 1990s and continuous attacks against aid workers and peacekeepers in Darfur. Despite the frequent occurrence of these phenomena and the consequences they have for human suffering little research has been conducted to understand where, how and -most importantly- why such violence takes place. Previous research has suffered from a lack of good data as well as theory and methods for capturing causality; key in understanding why such violence takes place.This research proposal aims to fill the lacunae in research on violence against third parties by conducting a global data gathering effort and statistical analyses of why, where and when warring parties engage third party actors with violence. By fusing previous research with theory on the strategic value for actors of targeting third parties this proposal will result in testing hypotheses on why third parties are targeted. Further, datasets with global coverage on violence against third parties will be made publicly available. Finally, a range of policy recommendations will be disseminated to the policy sphere.
