Encouraging State Respect for Human Rights: A Series of Randomised Experiments
Abstract [en]
How can external actors best encourage states to respect human rights? This project examines three possibilities. First, that invoking international norms will generate a peer pressure effect which induces adherence. Second, that states abide by international norms to placate other international actors who can sanction through public condemnation and generate reputation costs. Third, that the effect of these two explanations are conditional upon each other: invoking norms only works if the external actor has the power to threaten sanctions.To study these ideas, we implement three different field experiments designed to address empirical shortcomings in previous research. In them, we study both actual state agents and citizens in order to determine if there is divergence between those who have the power to violate rights and rights-holders themselves. We also explore several different types of norms. These contributions have clear policy implications for human rights organizations and states seeking to encourage respect for human rights.
