Abstract [en]
This thesis examines the expanding role of the European Central Bank (ECB) in integrating Global Health into its monetary policy framework, amid growing recognition that central banking responsibilities extend beyond traditional financial stability mandates. Historically focused on inflation control and economic stabilization, central banks have faced increasing pressure to address broader societal challenges, particularly in light of recent global health crises and environmental concerns. Using a pragmatic theoretical framework and qualitative analysis of ECB speeches and publications, this research explores how the ECB has adapted its policies to include considerations of Global Health and how it could further enhance these efforts in the future. The findings indicate a significant evolution in ECB discourse, with a marked increase in the incorporation of sustainability considerations, a shift catalyzed by the COVID-19 pandemic and heightened environmental awareness.
This study contributes to academic discussions on the role of central banks in contemporary society, advocating for a holistic policy approach that balances economic and global health objectives. It proposes a dynamic decision-making process that integrates Health Impact Assessments and promotes intersectoral collaboration, aiming to enhance the efficacy of ECB policies and align them more closely with broader societal needs. By exploring both current practices and potential future improvements, this thesis underscores the necessity for central banks to evolve in response to the interconnected realities of today's global challenges.
